Marcel Bobeica: The issue of financial decentralization must be a priority in the APL reform

As part of the local public administration reform, the issue of fiscal decentralization must be a priority, so that local authorities have their own resources to provide better services and strengthen their institutional capacity. This opinion belongs to Marcel Bobeica, mayor of the village of Gangura, and was expressed during the public debate “Local Communities and Voluntary Merger Decisions”, organized by the IPN News Agency. Furthermore, according to the mayor, the new budgetary and fiscal policy currently under public discussion risks having the opposite effect by reducing the revenue sources of local public administrations.

Marcel Bobeica argues that the APL reform should not be reduced merely to the process of merging localities, but must be accompanied by measures that strengthen the financial autonomy of the town halls.

“We understand that reform is necessary, but reform does not just mean unification. Reform also means financial resources, that is, own revenues. But we see that the budgetary-fiscal policy, which is now under discussion, does not provide own revenues to the local public administration. If we analyze the budgetary-fiscal policy, we see that the impact is negative on local budgets”, explained the mayor of Gangura village, Ialoveni district.

According to the mayor, the budget-fiscal policy project contains provisions that will reduce the revenues of local administrations and will limit their ability to finance projects for citizens. “There is a reduction in the income tax rate for individuals. Moreover, from 2028 there could be the elimination of the tax for territorial arrangement, which is now a source of income for the local administration. Furthermore, caps are introduced on taxes and duties. This measure, in the long term, will influence local budgets”, the mayor specified.

Marcel Bobeica says that the success of the APL reform depends on ensuring real financial decentralization. “If we want strong, reliable APLs, they must have their own income. Own income means providing the citizen of the respective locality with better services, with better infrastructure. In addition, we will be able to attract employees who provide these services. We need to increase the institutional capacity as well, but we cannot increase the institutional capacity if we do not have our own income. The reform must first and foremost solve the problem of financial decentralization”, said the mayor of Gangura.

Almost 13 thousand hectares of vegetation have been completely burned in the large-scale fires triggered by the heatwave in Spain. Thousands of people have been evacuated due to the danger, and the authorities in Madrid have mobilized additional firefighter units and tanker aircraft, reports IPN.

The most severe fire was reported in the town of Cinco Villas in the province of Zaragoza, where 12 thousand hectares of vegetation were burned. Over 1,100 people from six localities were evacuated due to the rapidly advancing flames. The Civil Guard arrested a man suspected of having started the fire. At the time of his arrest, he had several flammable items on him. Moreover, the suspect has a history of arson.

Another fire, which destroyed over 900 hectares of forest in just a few hours, led to the evacuation of residents from three other localities. The third active outbreak is north of Madrid, where 70 hectares of vegetation have burned. The Civil Guard evacuated 50 children from a summer camp, and traffic on the A1 highway was temporarily restricted.

The scorching temperatures of this summer have favored the appearance of several outbreaks in different areas of Spain. On July 9, a devastating fire resulted in 13 deaths and 7,000 hectares of vegetation destroyed in the province of Andalusia.

Diesel surpasses the threshold of 28 lei per liter. The National Agency for Energy Regulation has increased the maximum reference price by 51 bani. The new rates, valid for the weekend and Monday, also bring an increase in the price of gasoline by 24 bani per liter, reports IPN.

According to ANRE, standard diesel will be able to be sold at a maximum price of 28.07 lei per liter, 51 bani more, while COR 95 gasoline will cost at most 28.96 lei per liter, with an additional 24 bani.

ANRE establishes the maximum retail prices for standard fuels based on a methodology that takes into account the average of Platts international quotations and the official leu-dollar exchange rate for the last 14 days, as well as the specific commercial margin, excise duties and value added tax, applied in accordance with the provisions of the Fiscal Code.
