The Dutch company Nolte Mezzanine, specialized in the design and construction of mezzanine floors, intermediate platforms, and intelligent space optimization solutions, continues its development in the Republic of Moldova. In its three years of activity in Chisinau, the company has formed a team of ten specialists involved in international projects.

Recently, the team in Chisinau had the honor of hosting Eugeniu Osmochescu, the current interim prime minister of the Republic of Moldova, who previously served as deputy prime minister and minister of economic development and digitalization. During the meeting, he spoke with Pieter Vrieling, commercial director of Nolte Mezzanine, and Denis Rusu, who is responsible for the development of the Moldovan team, about the company’s progress and its plans for local expansion.

The company currently has three open positions in Chisinau and estimates that, over the next two years, the local team will grow to more than twenty employees. At the same time, Nolte Mezzanine plans to develop partnerships with universities in the country, offering internships and opportunities for students to work on their bachelor’s and master’s thesis projects.

Invest Moldova Agency launched Study 5.0 on the impact of Foreign Direct Investments (FDI) on the economy of the Republic of Moldova (2016-2025), a comprehensive analysis presenting the latest data on the role of foreign capital in the country’s economic development and European integration trajectory.

The study examines global developments and investment dynamics in the Republic of Moldova within an atypical international context. Although global FDI flows increased by 14% in 2025, reaching USD 1.6 trillion, this recovery remains fragile, being largely driven by transit financial transactions. At the same time, global capital shows a clear preference for developed European markets over emerging economies, favoring technology-intensive projects, such as data centers, at the expense of traditional manufacturing industries.

At the national level, despite an external environment marked by unpredictability, the evolution of FDI indicates a clear consolidation of a stabilization and maturation phase. In 2025, the economy of the Republic of Moldova attracted a net FDI inflow of EUR 409 million, a level close to that recorded in 2024 (EUR 424 million)¹ and above the level of 2023 (EUR 334 million), while the total cumulative stock surpassed the historic threshold of EUR 5.37 billion. This development confirms a transition from a phase of expansion to one of consolidation of existing investments, supported by investors’ reinvestment of profits in the market. This dynamic reflects the strong performance of foreign-owned companies and their focus on strengthening existing operations. However, the report notes that the attraction of new capital remained limited, underscoring the urgent need to intensify efforts to secure major new investment projects, including greenfield investments.

From a geographical perspective, the European capital overwhelmingly dominates the national economy. By the end of 2025, investments originating from European Union Member States reached a record EUR 3.14 billion, confirming the Republic of Moldova’s definitive anchoring in Western value chains. The distribution reveals a pronounced concentration: five countries (Cyprus, the Netherlands, Romania, Bulgaria and the United Kingdom) account for approximately 56% of total equity capital. In contrast, the presence of capital originating from the CIS region continued to decline, registering a slightly negative net position (EUR -14 million), against the backdrop of the economy’s gradual reorientation toward the European space.

The sectoral analysis highlights that 78% of foreign capital is concentrated in three core sectors: financial and insurance activities (33%), trade (27%) and manufacturing industry (17.7%). This structure signals significant untapped potential in innovative, high-value-added sectors such as IT&C, which currently attract only 5.2% of total foreign capital.

The macroeconomic impact of foreign capital remains an indispensable pillar for national prosperity. Demographic indicators demonstrate a constant accumulation of capital: the stock of FDI per capita increased steadily, reaching EUR 2,257 in 2025, more than double the level recorded in 2016 (EUR 999). At the same time, foreign investments currently account for 9.4% of the country’s Gross Fixed Capital Formation, complementing the unprecedented efforts of local entrepreneurs to modernize the productive infrastructure.

The conclusions of Study 5.0 underline that, although the domestic investment base is solid, accelerating economic convergence requires immediate measures. A public policy focused on increasing predictability, diversifying the origins of capital and directly stimulating new projects in productive and technological sectors remains the top priority for the coming years.

The study was developed by Business Intelligent Services (BIS), at the initiative of Invest Moldova Agency and represents a fundamental instrument for shaping future national directions in the field of investment attraction. ¹The FDI indicators presented in EUR are calculated by converting data initially expressed in USD, using the official methodology of the National Bank of Moldova and the USD/EUR exchange rate corresponding to the reference period. In 2025, the appreciation of the EUR against the USD influenced the values expressed in euros, which may generate differences in the annual dynamics of indicators depending on the reporting currency. Thus, FDI flows expressed in EUR indicate a slight decrease compared to the previous year, while in USD they show a relatively stable evolution, from approximately USD 458 million in 2024 to around USD 460 million in 2025. These differences are mainly due to currency conversion effects and do not reflect significant changes in the underlying dynamics of investment flows.

The agri-food sector remains a central pillar of the Republic of Moldova’s economy, contributing approximately 7.4% to GDP and generating over 45% of total merchandise exports. Cereals and oilseeds represent the largest category of agri-food exports, accounting for 42.3% of the sector’s total exports in 2025, confirming the strategic role of agriculture in the country’s foreign trade.

In a regional context where agriculture is evolving from raw material exports toward higher value-added products, an increasing number of local companies demonstrate that Moldovan agriculture can become competitive at the European level.

A relevant example is Prograin Organic, a company that has built an integrated organic farming model focused on exports, sustainability, and international partnerships.

From a sustainable vision to an integrated agricultural ecosystem

Prograin Organic leverages the agricultural potential of the Republic of Moldova through a business model that covers the entire value chain: cultivation, collection, processing and export of certified organic products.

The company’s growth has been based on durable partnerships with 35 farmers from the central and northern regions of the country, supported in the transition process from conventional agriculture to organic practices compliant with European Union standards.

Today, the Prograin Organic ecosystem includes results that reflect the transition from a local agricultural initiative to an integrated operator with economic impact and consistent export capacity:

• 3,000 hectares cultivated exclusively under organic farming systems
• approximately 10,000 tons of cereals, oilseeds, and legumes are collected annually
• a turnover of around 100 million MDL
• an operational team of 40 specialists

The company’s activity aligns with a broader national trend. In 2025, Moldovan exports of cereals and oilseeds totaled approximately 856 million USD, the highest volume in the last five years, up from around 655 million USD in 2024 (+31%). This evolution reflects the consolidation of export chains and increasing European demand for certified agricultural raw materials.

Modern technological infrastructure in Floresti

To meet the strict requirements of international importers, the company has developed a modern processing and storage hub in Floresti. The center is equipped with its own laboratory and advanced cleaning and photo-separation technologies.

An innovative feature is carbon dioxide (CO₂) treatment, which allows grain protection without the use of chemical pesticides. Monitoring of each batch ensures full traceability, an essential requirement for agricultural exports to the European Union.

These technological investments have enabled the company to transform agricultural production into a certified finished product capable of competing in mature markets.

Global expansion and the impact of the BRIDGE Export program

Exports account for approximately 80% of the company’s activity, with main destinations including Germany, Israel, the Netherlands, France, and Italy. Access to these markets has been strategically supported by the Investment Agency through the BRIDGE Export program.

The program facilitates Moldovan companies’ participation in international exhibitions, economic missions, and B2B meetings with foreign importers and investors.

Participation in BIOFACH (Germany), the world’s most important trade fair for organic products, enabled the company to strengthen direct commercial relationships with European distributors.

“The BRIDGE Export program supports the internationalization of Moldovan companies through concrete tools: co-financing participation in international exhibitions, organizing economic missions, and facilitating B2B meetings with importers. Over the past three years, the program has generated over 1 billion MDL in national exports, confirming the potential of Moldovan companies in the global agri-food market.

Strategic partnership and European investment

The company’s operational maturity attracted the Dutch fund Anders Invest International Food & Agri Holding BV in 2022, which became the majority shareholder through an investment of approximately 5 million euros.

The capital raised was directed toward infrastructure modernization, the expansion of logistics capacities, and the strengthening of corporate management. Beyond the financial component, the partnership brought international expertise and access to new commercial networks.

The investment confirms the attractiveness of the Moldovan agri-food sector for European investors interested in sustainable agriculture.

Value-added products and consumer orientation

Although predominantly export-oriented, the company launched in 2023 a local range of organic flours and bio seeds, bringing certified products closer to Moldovan consumers. The activity of Prograin Organic reflects a national trend of growth in processed value-added products. In 2025, exports of milling products increased by approximately 16% compared to the previous year, while the fats and oils category remained at around 129 million USD, indicating consolidation in the agri-food processing segment.

Development plans include launching organic sunflower oil production, expanding the gluten-free product portfolio, and entering new markets, including the United States, Japan, and South Korea.

The evolution of Prograin Organic reflects the transformation of agriculture in the Republic of Moldova: from raw-material exports to certified, value-added products with international competitiveness.

Through investments, modern technologies, and international collaborations, organic agriculture becomes not only an economic opportunity but also a strategic element in positioning the Republic of Moldova as a European supplier of sustainable agri-food products.

The Republic of Moldova takes another step in strengthening its capacity to deliver large-scale infrastructure projects by attracting specialized project logistics operators — an essential element for implementing strategic investments.

The Romanian company MS Projects, specialized in oversized transport and logistics management for industrial projects, has opened an office in Chișinău, thus expanding its regional presence following operations in Romania and Poland.

The company’s expansion into the Republic of Moldova was supported by the Invest Moldova Agency, which provided assistance during the market entry process and facilitated connections with relevant partners within the investment ecosystem.

Project logistics: invisible infrastructure

Beyond transportation itself, MS Projects operates in project logistics, providing integrated services across the entire operational chain — from planning and route surveys to permit acquisition and delivery coordination.

The company has over 20 years of experience and manages complex operations across Europe, using a specialized fleet for transporting large industrial equipment and energy systems.

The IT and creative services industry has long ceased to be merely a promise for the Republic of Moldova’s economy; it has become a proven engine of growth and innovation. Within this vibrant ecosystem, game development is increasingly attracting investors’ attention. What began as a movement driven by enthusiasts is transforming into an industry capable of exporting complex digital products, shifting from outsourcing toward the creation of original intellectual property (IP).

Paparuda Studio: A new generation of developers

A leading example of this transition is Paparuda Studio. Officially founded in 2026 by Victor Marchitan, Artiom Snegur and Alex Culeva, the studio quickly became a model illustrating the creative and business potential of the local niche. Having recently secured a significant local investment round estimated at over 4 million MDL, Paparuda aims to launch its first commercial game within the next 12–15 months, targeting a direct impact on international markets.

The team strategically positions itself within the Indie and AA (double-A) game segment — a space that blends independent creativity with polished and complex execution, typical of highly agile teams. The company is developing original cooperative (co-op) experiences in which social interaction and collaborative gameplay are essential.

The investment will enable the team to expand from 5 to approximately 15–20 top specialists (programmers, game designers, 2D/3D artists). The studio’s global ambitions are clear: preparing releases on major distribution platforms such as Sony PlayStation, Microsoft Xbox and Nintendo by accessing official development kits. At the same time, Paparuda is already in discussions with internationally renowned publishers such as Devolver Digital and Team17 regarding financing and distribution partnerships.

An ecosystem supported by education and fiscal policies

This qualitative leap among local companies would not be possible without a solid support infrastructure. On one hand, training future talent has become a national priority. A decisive step in this direction was taken by the Moldova State University (USM), which recently launched a dedicated bachelor’s degree program — Game Design — to prepare new generations of specialists in programming, 3D visual art and animation, all of which are essential for a rapidly expanding industry.

On the other hand, the favorable legislative framework acts as an accelerator. Paparuda Studio, alongside most companies in the field, is a resident of Moldova Innovation Technology Park (MITP). Through its simplified tax regime (a single 7% tax), MITP allows companies to reinvest saved resources directly into product quality and talent attraction.

• Accelerated export growth: In 2025, the IT and creative industries sector generated approximately USD 864 million, representing more than a quarter of the country’s total service exports (an increase of approximately 26% compared to the previous year).
• Medium-term dynamics: Over the past five years, the sector has grown more than threefold.
• Investment magnet: The IT sector currently represents approximately 5% of the total stock of Foreign Direct Investment (FDI), which reached USD 6.3 billion in 2025.

With continued support, this sector has strong potential to attract new investments and global partnerships, further consolidating the country’s status as an emerging, modern and highly competitive digital hub.

The Republic of Moldova continues to establish its presence in international markets by participating in RO-Wine | International Wine Festival of Romania, one of the most important events dedicated to artisanal wines in Eastern Europe. The festival will take place on March 21–22, 2026, at CHIOS Social Lounge in Cluj-Napoca.

At this year’s event, the Association of Small Wine Producers, together with 11 boutique wineries, will present the Romanian public with a selection representative of the new generation of winemaking in the Republic of Moldova: ATU Winery, Crama Mircești, DIVUS Winery, Domeniile Pripa, Domaine la Prut, Epicrama Winery, GOGU Winery, Grapeland, Minis Terrios Wines, Vera Winery and Vinum.md.

“Participating in RO-Wine is an important opportunity for small producers from the Republic of Moldova to present their wines to a knowledgeable audience and to build direct relationships with the Romanian market. The signature wines we are bringing to Cluj reflect the identity, terroir, and passion of each producer, and the growing interest in these wines confirms that we are on the right track”, says Elena Tomescu, Administrator, Association of Small Wine Producers.

Their participation is supported by the Invest Moldova Agency, the government agency responsible for attracting investment and promoting exports, which actively supports local producers in accessing foreign markets and positioning themselves in the premium segment.

Romania – a strategic market for Moldovan wines

Romania remains one of the main export markets for Moldovan wines, with the value of exports increasing more than 2.3-fold between 2019 and 2024 to reach $37 million, and is expected to exceed $41 million in 2025.

This evolution reflects the increasingly pronounced orientation towards bottled wines and value-added products, adapted to the demands of consumers in the region.

Platform for partnerships and expansion into foreign markets

RO-Wine annually brings together producers, importers and industry professionals, providing a relevant framework for:

The mission will include a series of events in Germany to present the Republic of Moldova’s IT sector and strengthen cooperation with German technology companies.

The events will take place in four important economic centers of Germany:

• Frankfurt am Main – 21 April
• Düsseldorf – 22 April
• Hamburg – 23 April
• Berlin – 24 April

These meetings will bring together German companies from the fields of information technology, engineering, research, and development interested in collaborating with companies from the Republic of Moldova to develop software solutions, expand digital development capacities, and implement technological projects.

The program includes thematic workshops, presentations on the Republic of Moldova’s technology sector and as a competitive destination for IT nearshoring, testimonials from German companies already operating on the local market, and direct business-to-business meetings between German and Republic of Moldova companies.

The information technology industry has become one of the most dynamic sectors of the Republic of Moldova’s economy. In 2025, the IT sector contributed approximately 7.8% to the gross domestic product, while companies resident in Moldova Innovation Technology Park generated total sales of over 1 billion USD.

Moldova Innovation Technology Park plays a central role in the development of this sector by offering a unique tax regime – a 7% tax applied to sales revenue, guaranteed by law until 2035.

Currently, the IT park brings together over 2,830 resident companies from more than 46 countries, specializing in software development, IT consulting, data processing, digital platform management, and the development of technological products.

Strengthening economic cooperation between the Republic of Moldova and Germany

This initiative is part of the efforts to strengthen economic relations between the Republic of Moldova and Germany and to promote the country as a competitive destination for technological projects and digital development in Europe.

Through these events, German companies will have the opportunity to learn about the advantages of the technology sector in the Republic of Moldova, interact directly with representatives of the IT industry, and identify new opportunities for collaboration with Moldovan companies.

This activity is supported by the “Strong Businesses and Communities for Moldova” project, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Swiss Government, implemented by GIZ Moldova.

The former Jolly Alon Hotel, located on Maria Cebotari Street in Chisinau, officially changes its name to Mimi Hotel. The building has undergone essential renovations and has expanded its accommodation capacity from 85 to 108 rooms, primarily aimed at the business and official delegations segment.

In addition to the intimacy and comfort of the sleeping and relaxation areas, as well as ultra-modern services, each room is also equipped with a work desk, so that guests can work in peace or check their correspondence.

Mimi Hotel – host for official events

Located in the heart of Chisinau, near the most important state and business buildings, Mimi Hotel is the perfect location for business meetings, corporate events and institutional reunions, which can accommodate up to 400 people simultaneously.

The hotel features six modernized conference rooms, each with a capacity between 10 and 170 people. Event participants benefit from coffee break services, lunch and dinner, and in the future, Mimi Hotel will also open its own restaurant.

With the rebranding and total renovation of the building, Mimi Hotel joins the Castel Mimi winery, thus marking the establishment of the Mimi Group, led by Adrian Trofim.
