The Parliament Building, unaccepted, seven years after the reconstruction works

The Parliament building, whose reconstruction was completed in 2019, has not been officially received and handed over, and the property right is not registered in the Real Estate Register. According to the Court of Accounts, this situation led to an overvaluation of the buildings account group by 581.5 million lei, reports IPN.

During a meeting of the Parliamentary Commission for Public Finance Control, the head of the audit team within the Court of Accounts, Elizaveta Munteanu, mentioned that the Ministry of Infrastructure and Regional Development did not ensure the completion of the administrative and legal procedures related to the final reception and transmission of the execution project.

Elizaveta Munteanu stated that the property right over the building is not registered in the Real Estate Register, a fact that affects the complete record of the public domain’s assets. The head of the audit team mentioned that this situation generates uncertainties regarding the delimitation of responsibilities for the maintenance and integrity of the property under its usage conditions, without complying with the legal framework for operation.

The Court of Auditors reiterated the recommendation to consolidate actions for commissioning and the proper transfer of the real estate asset.

The Secretary General of the Ministry of Infrastructure and Regional Development, Angela Turcanu, stated that the process was completed in September, and the handover document is at the Parliament.

The main consultant in the Communication and Public Relations Directorate of the Parliament, Augustina Badica, specified for IPN that the document has been received and the legal procedure with registration at the Cadastre is to follow.

The Parliament building was rebuilt after it was vandalized during the protests of April 7, 2009.
