The dialogue between authorities and patient associations, through a National Council of Patients

A National Patient Council, which would ensure ongoing dialogue between authorities and patient organizations, could be established in Moldova. The proposal is found in the resolution adopted at the Patients’ Forum 2026, which also calls for measures to improve access to medical services and funding for patient organizations’ initiatives, reports IPN.

Health authorities are asked to develop, together with public associations promoting the rights and interests of patients, a regulation for the organization and operation of the Council. The document should provide transparent criteria for appointing members to represent patients from different regions of the country.

The authors of the resolution propose that the new structure be able to examine public policies, draft normative acts, and decisions that affect patients. Also, the Council should be able to propose topics for consultation, so that the issues raised by patients can be taken into account in the decision-making process.

The resolution also provides for the development of a financing mechanism for patient organization initiatives, including through small grants, awarded on a competitive basis. These are expected to support information activities, health education, and participation in the decision-making process.

The fourth edition of the forum was organized within the framework of the project “Equity in Health through Social Accountability II”, implemented by the Swiss Red Cross.

The environmental permit for the Metallurgical Plant in Rabnita expires today and will not be automatically extended, as has happened in the past two years. The Director of the Environmental Agency, Nicu Belitei, clarified for IPN that, according to the current legal framework, the permit can no longer be extended, and the company must obtain an integrated environmental permit. Under these circumstances, the plant loses the right to import and export.

The expiration of the authorization does not, however, mean the immediate cessation of production. The enterprise can continue its activity if it has stocks of raw materials or if it can market its products on the local market.

According to Nicu Belitei, the procedure for obtaining the integrated environmental permit was initiated last year. The company has submitted the reference report, which is to be verified by the Environmental Protection Inspectorate. Subsequently, the plant will have to submit the application for obtaining the integrated environmental permit, which will be examined by the Environmental Agency.

The director of the institution explained that previous extensions were possible in the context of implementing the Law on industrial emissions, which provided economic operators with a transition period to comply with the new requirements and to obtain integrated environmental permits.

With the entry into force of the new legal framework regarding industrial emissions, certain environmental permits that were due to expire could be automatically extended, ex officio, for a period of up to 24 months. The measure aimed to provide economic operators with the necessary time to obtain integrated environmental permits.

In the case of the Metallurgical Plant in Rabnita, the permit was extended in 2024, and in October 2025, the Environmental Agency announced a new official extension, until October 20, 2026.
