Dialogue, Trust and Participation: Building Stronger Reforms in Moldova Together

Press release

Stronger reforms are built through dialogue, trust and participation.

Today, IOM Moldova, in partnership with the Institute for European Policies and Reforms, brought together representatives of the Ministry of Internal Affairs, the European Union, civil society organizations, diplomatic partners and other stakeholders for the MIA–Civil Society Forum.

The Forum provided a platform to strengthen civil society participation in reforms linked to Moldova’s EU accession process and Chapter 24: Justice, Freedom and Security, including migration and asylum, border management, security, the fight against trafficking in persons and the protection of fundamental rights.

Opening the Forum, IOM Moldova Chief of Mission Ester Ruiz de Azua highlighted that sustainable reform requires more than strong institutions and legislation. It also depends on trust, accountability and meaningful cooperation between public authorities and civil society, helping ensure that reforms translate into tangible benefits for people and communities.

Through the EU-funded EU-CSOs4MIA project, IOM continues to support stronger cooperation between public institutions and civil society, contributing to a more inclusive, evidence-based and people-centred reform process as Moldova advances on its European integration path.

The environmental permit for the Metallurgical Plant in Rabnita expires today and will not be automatically extended, as has happened in the past two years. The Director of the Environmental Agency, Nicu Belitei, clarified for IPN that, according to the current legal framework, the permit can no longer be extended, and the company must obtain an integrated environmental permit. Under these circumstances, the plant loses the right to import and export.

The expiration of the authorization does not, however, mean the immediate cessation of production. The enterprise can continue its activity if it has stocks of raw materials or if it can market its products on the local market.

According to Nicu Belitei, the procedure for obtaining the integrated environmental permit was initiated last year. The company has submitted the reference report, which is to be verified by the Environmental Protection Inspectorate. Subsequently, the plant will have to submit the application for obtaining the integrated environmental permit, which will be examined by the Environmental Agency.

The director of the institution explained that previous extensions were possible in the context of implementing the Law on industrial emissions, which provided economic operators with a transition period to comply with the new requirements and to obtain integrated environmental permits.

With the entry into force of the new legal framework regarding industrial emissions, certain environmental permits that were due to expire could be automatically extended, ex officio, for a period of up to 24 months. The measure aimed to provide economic operators with the necessary time to obtain integrated environmental permits.

In the case of the Metallurgical Plant in Rabnita, the permit was extended in 2024, and in October 2025, the Environmental Agency announced a new official extension, until October 20, 2026.
