The government has approved changes in the leadership of four public institutions. The director of CNAS, Elena Tibirna, will take over the leadership of the State Fiscal Service, while the director of CNAM, Ion Dodon, will move to the head of the Public Property Agency. The leadership of CNAM will be taken over by the Secretary of State at the Ministry of Health, Andrei Uncuta. Meanwhile, the former Minister of Agriculture, Radu Musteata, has been appointed director of the Agency for Intervention and Payments for Agriculture, reports IPN.

Prime Minister Vasile Tofan stated that Elena Tibirna’s over 25 years of experience in the field of accounting and administration of the social insurance system is set to be utilized in leading the State Tax Service, including in the fight against tax evasion. Olga Golban, who has led the SFS until now, will continue her work within the institution as deputy director. At the same time, Svetlana Dascal, the deputy general director of CNAS, will take over the interim leadership of the company.

At the same time, Ion Dodon moves from the leadership of CNAM to the head of the Public Property Agency. According to the prime minister, in his new role, Ion Dodon will have among his responsibilities the administration of state properties and the implementation of their restructuring process. The leadership of CNAM is taken over by Andrei Uncuta, who held the position of state secretary at the Ministry of Health and previously led the “Timofei Mosneaga” Republican Clinical Hospital.

At the same time, Radu Musteața was appointed to lead AIPA, an institution that manages over two billion lei annually for the financing of the agricultural sector. Previously, he headed the National Agency for Food Safety and was the Minister of Agriculture and Food Industry.

Prime Minister Vasile Tofan explained the changes through a rotation of managers among public institutions. According to the head of the executive, the experience they have accumulated in their held positions is to be used for implementing changes in their new areas of responsibility.

The heating systems in about two thousand residential buildings in Chisinau and Balti are set to be modernized. The work involves switching from vertical to horizontal distribution of the heating agent, installing individual heating points and introducing individual metering. The decisions were approved at Wednesday’s executive meeting, reports IPN.

According to the Ministry of Energy, in Chisinau, the works will be carried out within the project known as “Warm House”, with a value of approximately 326 million euros, funded by EBRD. It provides for the installation of 2510 individual heating points and the transition of 1665 blocks to the horizontal distribution of the heating agent. Also, it includes the rehabilitation of primary heating networks, pilot insulation projects, and the construction of two pumping stations.

Following the transition to horizontal distribution, the apartments will have separate heating circuits, which will allow for individual measurement of thermal energy consumption and its adjustment according to the needs of the tenants.

At the same time, in Balti, the works target over 296 residential blocks and are carried out within the second phase of the project to modernize the city’s thermal energy system. Thus, the networks and thermal installations will be replaced and modernized, individual thermal points will be installed, and the common heat distribution systems will be modernized. The project is financed through loans and grants provided by the EBRD.

The Ministry of Energy estimates that modernization could reduce thermal energy consumption by up to 30% and will allow consumers to manage their consumption more efficiently. The works will be declared of public utility of national interest, and the owners will be informed in advance about the planned interventions. Any damages caused during the works will be compensated.

Registration for energy compensation for the cold season 2026-2027 will begin on November 2, specifies the Ministry of Labor and Social Protection. The institution provides this clarification after Minister Natalia Plugaru previously stated that applications could be submitted from October 1, reports IPN.

The Ministry mentions that it is in the midst of preparing the Energy Compensation Program for the cold season 2026-2027 and emphasizes that registrations will begin just like in previous years.

“We apologize for the confusion created. We will communicate all the details in time, so that each family knows exactly when and how they can apply for compensation”, is stated in the clarification of the Ministry of Labor and Social Protection.

Previously, Minister Natalia Plugaru stated that applications for compensation would begin on October 1 and that the registration mechanism would remain the same.
