Traveling by public transport in Chisinau will be paid for through a transport card, bank card, or with the help of a phone. These are the solutions proposed by the concept of electronic taxation, developed within the project “MOVE IT like Lublin”, financed by the European Union and the Chisinau City Hall, reports IPN.

According to Mayor Ion Ceban, the municipality will have a unique electronic fare system for trolleybuses and buses. The municipality is considering several options for electronic payment, so that the system is accessible to all categories of passengers, regardless of age or the devices they own.

Among the options are the use of a rechargeable plastic transport card from an app or equipment installed in stations, as well as single-use tickets, available at vending machines. At the same time, cash payment will also be maintained, for those who do not use banking services or smartphones.

The concept was presented by international expert, Wilfried Grommen. The specialist explained that the technological part can be accomplished within a reasonable timeframe, however, the physical implementation requires time: the gradual equipping of hundreds of buses and trolleybuses with validators, the installation of necessary equipment, and the organization of sales points, without affecting public transportation circulation. Wilfried Grommen estimates that the full implementation of the system will take between one and two years.

Among the objectives of the system are the collection of comprehensive and verifiable data on the transport system’s revenues, the reduction of cash operations, and the creation of a unique tariffing instrument. The concept is expected to be finalized and presented in the Chisinau Municipal Council.

The idea of an electronic taxation system was initially launched in 2010, when the Chisinau City Hall announced that, at the latest by 2012, the capital’s residents will no longer have to buy tickets from the conductor and will pay the travel cost with an electronic card. On several occasions, the authorities have announced new deadlines. Last year, the municipality announced that from 2026 it intends to widely implement the electronic taxation system in public transport, by installing modern equipment in all buses and trolleybuses.



The European Union is currently assessing the reforms carried out by the Republic of Moldova until June 2026, and the results of this evaluation will form the basis of the decision to disburse a new tranche of 157 million euros from the Growth Plan. The statement was made on Thursday, in Chisinau, by the European Commissioner for Economy and Productivity, Implementation and Simplification, Valdis Dombrovskis, during a joint press conference with Prime Minister Vasile Tofan, reports IPN.

The European official mentioned that Moldova has already received over 500 million euros in grants through the Growth Plan, with a total value of 1.9 billion euros. According to him, another 40 reforms must be implemented by December, and another 57 are planned for 2027. Among these are reforms concerning state enterprises and public administration.

In turn, Prime Minister Vasile Tofan stated that the authorities aim to open all negotiation clusters by the end of the year and to advance towards signing the EU Accession Treaty by the end of 2028.

He specified that delays in some capital investment projects are the main issue at this moment. To accelerate implementation, the Government intends to centralize the functions of several agencies into a single structure.

At the same time, the authorities are to present to European partners the latest projects proposed for funding and demonstrate that the new structure will enhance the implementation capacity.

The court hearing in the case of the former head of the Legal Department of the Parliament, Ion Creanga, accused of treason, was postponed on Thursday due to the defendant’s non-appearance on grounds of illness, reports IPN.

At the previous meeting, the court extended the preventive measure of judicial control for Ion Creanga by another 60 days. The case is examined under general procedure, and the next session is scheduled for October 19th.

The former official is accused of treason and conspiracy against the state. According to prosecutors, during the period 2023-2024, he allegedly maintained correspondence and had clandestine meetings with an assistant to the military attaché of the Russian Federation Embassy in Chisinau. The former head of the Legal Department of the Parliament was arrested in July 2024, when he allegedly received 500 dollars from a Russian official.

Ion Creanga pleads not guilty.
