The EU is evaluating Moldova’s reforms for a new tranche of 157 million euros, European commissioner

The European Union is currently assessing the reforms carried out by the Republic of Moldova until June 2026, and the results of this evaluation will form the basis of the decision to disburse a new tranche of 157 million euros from the Growth Plan. The statement was made on Thursday, in Chisinau, by the European Commissioner for Economy and Productivity, Implementation and Simplification, Valdis Dombrovskis, during a joint press conference with Prime Minister Vasile Tofan, reports IPN.

The European official mentioned that Moldova has already received over 500 million euros in grants through the Growth Plan, with a total value of 1.9 billion euros. According to him, another 40 reforms must be implemented by December, and another 57 are planned for 2027. Among these are reforms concerning state enterprises and public administration.

In turn, Prime Minister Vasile Tofan stated that the authorities aim to open all negotiation clusters by the end of the year and to advance towards signing the EU Accession Treaty by the end of 2028.

He specified that delays in some capital investment projects are the main issue at this moment. To accelerate implementation, the Government intends to centralize the functions of several agencies into a single structure.

At the same time, the authorities are to present to European partners the latest projects proposed for funding and demonstrate that the new structure will enhance the implementation capacity.

The remuneration of the members of the National Lottery of Moldova’s Council was one of the main topics discussed on Thursday, at the hearings of the Inquiry Commission on the activity of state enterprises. The deputies asked for explanations regarding the amount of payments and the way they are related to the activity and results of the company, reports IPN.

According to the information presented at the hearings, a member of the Council receives a monthly allowance of approximately 6,300 lei, and in some cases the annual remuneration exceeds 100 thousand lei. The deputies also discussed an online meeting of the Council and wondered whether the volume of work justifies the level of remuneration.

Parliamentarians also discussed the legality of extending the term of the general director, whose mandate had expired in March.

The Director of APP, Ion Dodon, stated that the Agency is analyzing the situation of competitions for leadership positions in companies and corporations where the state is a shareholder and intends to start competitions for the selection of managers. He said that an approach adapted to the specifics of each institution is necessary, including in terms of competition criteria.

“We are now conducting an analysis of the situation in order to start competitions, to attract the best managers,” stated Ion Dodon. He specified that the situation of the Lottery is also to be clarified. Referring to the Council of the National Lottery of Moldova, the head of APP said that, in his opinion, a council is necessary, considering the size of the company. He considered that five members represent “a good number,” and the monthly allowance of 6,300 lei for a member is a sum that can be justified in the case of such a company.

Ion Dodon also argued that the activity of the Council members should be effective and remunerated, but agreed with the need to reduce the number of councils in which a person can be active and for a clearer accountability of the members.

The Director of the National Lottery, Vadim Derminji, presented a positive evolution of the company’s indicators. According to his data, in the period 2021–2025, the net profit increased from 105.6 million to 290.7 million lei, and the net assets – from 94.6 million to 504 million lei. The company’s contribution to the state budget during the period of activity was estimated at approximately 2.2 billion lei.
