Operators in Russia will be obliged to disconnect communications for certain subscribers at the request of the Federal Security Service (FSB). The Russian Ministry of Digital Development, Communications and Mass Media has drafted amendments to this effect to the law on communications, and the governmental commission for legislative activity has approved them, writes the Russian publication Vedomosti, citing governmental sources.
According to the new measures, telecommunications operators will be required to suspend services, to protect against emerging threats to the security of citizens and the Russian state. The bill does not specify the threats, but notes that they are defined by presidential and governmental regulations.
Furthermore, operators will not be held accountable for non-fulfillment of contractual obligations if this is related to compliance with FSB requirements.
