Deputies who leave the parliamentary faction will become unaffiliated and will no longer be able to join other factions or establish new ones. In addition, the time allocated for speeches in plenary will be reduced, both for deputies and for factions. These changes are proposed in the draft Code on the organization and functioning of Parliament, presented by the deputies of the Party of Action and Solidarity faction, reports IPN.
During a press briefing, the Vice President of the Legal Commission for Appointments and Immunities, Vasile Gradinaru, specified that the duration of interventions in the plenary will be reduced: from 7 to 5 minutes for fractions and from 5 to 3 minutes for deputies. Also, debates will be restricted to the subject under discussion, and their total duration will normally be 60 minutes, with the possibility of extension.
The authors of the project emphasize that the proposed measures also aim to prevent political migration. Thus, deputies who leave the faction will be able to continue their mandate as independents, but they will not be able to form new factions, except for those formed on the basis of the same party.
The document also provides for the establishment of the “Government Hour”, which will take place at least once a month, when a minister will be invited to Parliament to answer the questions of the deputies. At the same time, the “Opposition Day” is introduced, dedicated to the examination of legislative initiatives proposed by opposition parties.
According to the PAS deputies, the project is to be subjected to public consultations, including the participation of extraparliamentary parties and civil society.
