Invest Moldova Agency and Enterprise Greece sign MoU to strengthen bilateral trade and investment

Chișinău, 2 October 2026 — Mr Dimitrios Skalkos, Secretary General for International Economic Affairs and Development Assistance of the Hellenic Ministry of Foreign Affairs and Chairman of Enterprise Greece, and Ms Natalia Bejan, Director of the Invest Moldova Agency, signed a Memorandum of Understanding (MoU) aimed at strengthening business and trade relations between the Hellenic Republic and the Republic of Moldova through enhanced cooperation between the two agencies.

The signing of the MoU represents one more concrete step towards implementing the broader understanding reached by Prime Minister Kyriakos Mitsotakis and President Maia Sandu in December 2025, as well as during the recent telephone conversation between Prime Minister Kyriakos Mitsotakis and his counterpart, Vasile Tofan.

The MoU establishes a framework for closer cooperation between the two state agencies to facilitate business relations, promote bilateral trade and investment, and identify and implement joint economic initiatives.

Mr. Dimitrios Skalkos, Chairman of Enterprise Greece, declared: ”Greece and the Republic of Moldova share a clear interest in expanding their economic cooperation. This memorandum provides a framework to bring our business communities closer together and help companies explore trade and investment opportunities in both markets. The first Greece–Moldova Business Forum in Athens will be an important opportunity to translate this cooperation into new business partnerships”.

“The growth in bilateral trade and Greek investment demonstrates the potential of our economic relationship. Through this partnership with Enterprise Greece, we aim to help Moldovan companies establish new commercial connections and provide Greek businesses with information and support to explore investment opportunities in the Republic of Moldova. Our priority is to turn this cooperation into tangible results for businesses in both countries”, said  Ms. Natalia Bejan, Director of the Invest Moldova Agency.

This cooperation builds on growing economic ties between the two countries. In 2025, bilateral trade between the Republic of Moldova and Greece reached EUR 139.3 million, an increase of 13% compared with the previous year and more than 2.5 times the 2019 level. Greece became Moldova’s tenth-largest export destination, with Moldovan exports to Greece totalling EUR 71.7 million. The stock of Greek foreign direct investment in the Republic of Moldova nearly tripled compared with 2019, reaching EUR 74.7 million at the end of 2025.

Enterprise Greece and the Invest Moldova Agency also committed to working together to ensure the successful organisation of the first Greece–Moldova Business Forum, to be held in Athens in spring 2027.

The Republic of Moldova is open to becoming an access point to the European market for companies from Azerbaijan, including those in the energy sector. The subject was discussed by Prime Minister Vasile Tofan with the Azerbaijani ambassador to the Republic of Moldova, Ulvi Bakhshaliyev, reports IPN.

The Prime Minister mentioned the role of Azerbaijan in European energy security and its contribution to the diversification of natural gas supply sources and routes. At the same time, the parties also discussed intensifying economic and investment cooperation by developing contacts between business environments and attracting Azerbaijani companies to projects in the Republic of Moldova.

“Republic of Moldova regards Azerbaijan as an important partner and a good friend. We have great respect for the transformation and development that Azerbaijan has achieved in recent decades. We wish for the relations between our countries to become even closer and more ambitious, with investments, joint projects, and increasingly stronger economic ties,” declared Vasile Tofan.

The Prime Minister expressed the Government’s interest in continuing the political dialogue and developing joint projects with Azerbaijan. Also, the officials discussed cultural cooperation and the continuation of exchanges between the two countries, including through the participation of artists and bands at festivals, concerts, and other events organized in both countries.
