The Marculesti International Airport has been run by an interim administrator for almost three years, even though the law limits the interim period to six months, with the possibility of a single extension for another half a year. The subject was discussed at the Parliamentary Inquiry Commission, where representatives of the Public Property Agency stated that the organization of the competition for the administrator position had been discussed since 2024, but the procedure was not initiated, reports IPN.
The Head of the Corporate Administration, Methodologies and Regulations Department within the APP, Natalia Patrașcu, stated that Nicolae Clichici has been serving as the interim administrator of Marculesti Airport since December 12, 2023. According to her, the organization of the competition was discussed as early as 2024, but the procedure was not initiated. “Considering that at that time work was being done on modifying the law through which part of the infrastructure managed by the institution was to be transferred, initiating a competition was not considered opportune,” said Natalia Patrascu.
The explanation was challenged by the president of the Inquiry Commission, deputy Dinu Plingau. “What does it mean – it was not considered appropriate? The law says that we must hold a competition,” said the deputy.
Natalia Patrascu stated that APP will organize a competition for the administrator position. She explained that, during that period, the company’s assets were also being inventoried. “We will also hold a competition. I am telling you the real situation that was happening. At that moment, a total inventory of the assets was being done. He knows the situation within the entity better,” said the APP representative.
The APP representatives also stated during the meeting that the institution insists that the administrative councils initiate competitions for all entities where the administrator roles are filled on an interim basis. According to them, the roles should be filled through competition.
Marculesti International Airport is a state enterprise under the administration of the Public Property Agency and has 76 employees. In 2025, the enterprise recorded sales revenues of 14.2 million lei, but reported a net loss of 14.1 million lei. In 2024, the net loss was 23.5 million lei, and in 2023 – 18 million lei.
