Alianta “Moldovenii” initiates public debates on the country’s sustainable development program

The political party Alianta “MOLDOVENII” has initiated a series of national round tables in order to organize public debates on the program of Moldova’s exit from the crisis and the creation of conditions for the country’s development, which should be the first stage of the implementation of the Development Strategy of the Republic of Moldova presented at the “MOLDOVENII” Summit.

The open dialogue with experts from various fields will continue until mid-August and will allow the opinions of the most important specialists and practitioners to be included in the final version of the modernization program of Moldova, with which the Alianta “MOLDOVENII” will run in the parliamentary elections of September 28.

The First National Round Table, which took place in Chisinau on August 1, was dedicated to the theme “Modernization of the public administration system for the development of the rule of law”. It was attended by renowned experts in the fields of economics and law, who discussed the possibilities of optimizing public and political administration, combating abuses by the government and forming an effective interaction between the state and society.

The public debate was attended by:

  • Denis Rosca, economist, leader of the Alianta “MOLDOVENII” party;
  • Dumitru Roibu, leader of YMCA Moldova, vice-president of the party;
  • Vasile Chirtoca, Moldovan entrepreneur and philanthropist;
  • Dumitru Pulbere, lawyer, former member of the Moldovan Parliament, former President of the Constitutional Court of the Republic of Moldova;
  • Petru Railean, former judge of the Constitutional Court, PhD in law, professor;
  • Ion Simboteanu, lawyer;
  • Bogdan Gangan, lawyer;
  • Elena Margineanu, ULIM university lecturer;

Participants in the public debate concluded that a force must emerge in Parliament capable of ensuring the transparency of power, open dialogue with society and joint elaboration of solutions – essential conditions for sustainable development and modernization of the country. And such a force has emerged – the Alianta “MOLDOVENII”. It is this political force that is taking on the responsibility of uniting Moldovans to build a constitutional state.

At the first National Round Table, participants said:

Denis Rosca, an economist and leader of the Alianta “MOLDOVENII” party, analyzing the causes of the five budget crises, emphasized: “One civil servant is supported by 2.68 private sector employees. This is not a surplus of teachers or doctors, on the contrary, we have a shortage in these fields; the problems are in the administrative apparatus”.

The politician proposed measures to decentralize power, strengthen the capacities of local administrations and improve the dialogue between the state and the business environment. “Laws should be made in such a way that it is comfortable to live by them, even if you are not in power”, Denis Rosca added.

Dumitru Pulbere, former president of the Constitutional Court of the Republic of Moldova: “The date of the elections, September 28, was not chosen by chance. The terms of some Constitutional Court judges are expiring, creating the conditions for the current government to appoint loyalists. In case of defeat, the elections could even be declared null and void. Court decisions are final. No one can challenge them”.

Bogdan Gangan, lawyer: “It is regrettable that all parties that come to power start with the reform of the judiciary. We are in a state of continuous reform. All incoming parties are trying to subordinate the judiciary in order to pass convenient laws and appoint convenient people in different institutions”.

“The future government must come up with a well-developed program, not partisan ideas. One cannot simply declare that we will change the judiciary and fight corruption. The European Union has said clearly: the fight against corruption is simple – we have to fight poverty. If there will be no poverty, there will be no corruption”, Bogdan Gangan emphasized.

Petru Railean, former judge of the Constitutional Court, PhD in law, professor: “Our politicians only see the negative side of things. If you want to be a statesman, you have to have a broad vision, you have to analyze all sides, not just yes or no. If you have come to power, prove by deeds that you are better than your predecessors. Don’t destroy everything. Continue what is good and correct what is bad”.

Mr. Railean emphasized the role of civil society, stressing that it must represent the people: “Civil society must be genuine, born from the people, and not made up of mercenaries supported from outside. It must serve public interests, not foreign ends”.

Vasile Chirtoca, President of DAAC-Hermes Grup, philanthropist: “We need a new Constitution, which will restore the legal foundations of Moldova’s existence. A new Constitutional Court, composed exclusively of Moldovan citizens, without dual citizenship, must review many decisions”.

“I joined the colleagues who founded this party because I appreciated the ideological complexity and three-dimensional structure of its program. This program presents a serious interpretation of Moldovanism, including the unique name of the country, nation and language – the foundations of the formation of the Moldovan state”, Vasile Chirtoca emphasized.

He also supported the approach of the leader of the Alianta “MOLDOVENII” party: “First of all, the economic problems must be solved. Without a functioning economy, Moldova will not be able to survive as a state”.

The next National Round Table will take place on August 3rd. It will be dedicated to the theme: “Education, Science and Culture”.

The Alianta “MOLDOVENII” invites experts, civil society and all those who care about the future of the Republic of Moldova to participate in the upcoming public discussions.
