Positive notice from the Government for the initiative regarding the accumulation of disability and survivor pensions

People with severe disabilities from childhood will be able to combine the disability pension with the survivor’s pension. The government has positively endorsed the initiative of some deputies, provided that several proposals made in the opinion are taken into consideration, reports IPN.

At present, individuals who meet the conditions for multiple pension categories can usually opt for only one category.

The project also provides for the extension of the survivor’s pension right for persons with severe disabilities from childhood who have lost their provider before the entry into force of the legislative changes in 2025. Thus, the right would be granted regardless of the date of the provider’s death.

For this purpose, the Government proposes that, from January 1, 2027, the provision in the law that limits the application of new rights depending on the date of the provider’s death should be repealed. The Executive specifies that, in this case, all persons with severe disabilities from childhood who have lost their provider should be able to apply for the establishment of a pension or survivor’s allowance, regardless of the date of death.

The implementation of measures will generate additional and permanent expenses from the state social insurance budget. The government has recommended revising financial estimates and recalculating the necessary resources for the year 2027 and the following years.

The new provisions are proposed to come into effect on January 1, 2027. The legislative initiative is to be examined by Parliament.



A family consisting of two adults and two children would need about 67 thousand lei per month for a decent living in the Republic of Moldova. The calculation, based on the prices from 2024, appears in a study presented by the National Confederation of Trade Unions from Moldova at an event dedicated to the World Day for Decent Work. In this context, the unions propose to increase the minimum subsistence level from about 3 thousand to 5 thousand lei, reports IPN.

According to CNSM, the current subsistence minimum reflects more the need for survival rather than a decent living, and the calculation methodology, substantially unrevised since 2013, no longer corresponds to the current consumption structure. Therefore, the unionists come up with a new concept for calculating the subsistence minimum which includes, besides basic needs, expenses for health, education, transportation, communications, recreation, and unforeseen situations.

In the study, significant differences in diet were also observed, depending on income and residence. Households with low incomes consume significantly less meat, dairy products, vegetables, and fruits than those with high incomes. At the same time, in rural areas, more bread, sugar, and vegetable oil are consumed, but less meat, dairy, eggs, and fruits than in cities.

The President of CNSM, Igor Zubcu, stated that the earnings of employees should not only cover their basic needs, but also provide a decent standard of living. In this context, the unions insist on increasing the minimum wage and bringing it closer to European standards.

At the same time, Igor Zubcu announced that the unions and employers have reached a compromise on setting the minimum wage in the real sector of the economy at 7,600 lei, starting from January 1, 2027. Compared to the level of 6,300 lei, this is an increase of about 21%. He emphasized that the agreement between unions and employers also aims to increase predictability for the business environment, so that companies can plan their payroll expenses in advance.
