The quota of resources allocated for inclusive education could be doubled. The Ministry of Education and Research proposes to increase it from a maximum of 2% at present to 4% of the ceiling of expenses for general education. The money is expected to be distributed to schools based on the number of children who need support, the type and severity of disability, and the necessary specialized services, reports IPN.

At present, districts and municipalities decide how much they allocate for inclusive education, within the limit of 2% of the transfers received. According to the MEC, this mechanism leads to funding differences between regions and does not always reflect the number of children who need support. Under the new formula, schools with more students requiring specialized services would receive more resources.

The funding will be calculated separately for support teaching staff, psychologists, speech therapists, psychopedagogues, sign language interpreters, and resource centers for inclusive education.

At present, in the country’s schools, 4,791 students with disabilities are studying, 457 more than in the previous year. Of these, 2,558 have severe disabilities, 1,561 – pronounced, and 672 – moderate. There are 939 resource centers for inclusive education in operation.

The project is in the process of public approval, and the new provisions are planned to come into effect on January 1, 2027.
