Chisinau launches Anti-Drug Plan 2026-2027: campaigns and counseling for students and parents

Over the next two years, local authorities in Chisinau will implement a municipal anti-drug plan, which includes information campaigns in schools, training of teaching staff and counseling services for students and parents. Additionally, an intersectoral municipal commission will be created to monitor and prevent drug use among young people. The actions were presented at the international municipal forum “Protected Generations”, reports IPN.

Present at the event, the mayor of the capital, Ion Ceban, stated that the phenomenon of drug use and trafficking among young people is increasingly difficult to control and synthetic substances are accessible even near and within educational institutions. He emphasized the need for coordinated interventions and a stricter legislative framework, noting that the municipal plan is an essential tool for the protection of children and young people.

The Deputy Head of the General Directorate of Education, Youth and Sports, Andrei Pavaloi, stated that national level actions are sporadic and insufficient. He emphasized that preventing the use of psychotropic substances must be a shared responsibility of the school, family, community and authorities.

Andrei Pavaloi announced the launch of a campaign through which the municipality will strengthen its prevention mechanisms, involving teachers, psychologists, parents and health specialists, emphasizing information and support for students.

Deputy Angela Cutasevici stated that the Municipal Anti-Drug Plan is essential for clarifying the responsibilities of the actors involved in managing the phenomenon in Chisinau. The document includes prevention actions in schools, training of teaching staff, involvement of psychologists, collaboration with parents and strengthening of social and medical services.

According to local authorities, the Municipal Anti-Drug Plan was developed following a comprehensive inter-institutional coordination process, initiated by DGETS. Municipal structures and partners from the fields of education, health, child protection and public order participated in this.



A new session of the EcoVoucher Program, funded by the European Union, begins on Saturday, July 18 and will run until August 2. During this period, approximately 825 households in the Republic of Moldova will be able to receive vouchers worth 6 thousand lei for the purchase of energy-efficient appliances, reports IPN.

The National Center for Sustainable Energy mentions that vouchers can be used for the purchase of refrigerators and washing machines. The program aims to reduce energy consumption in homes and replace old appliances, which consume more electricity.

In this edition, households where minors, people over 63 years old, or people with severe disabilities live are eligible. The authorities specify that the measure aims to reduce energy costs and improve the living conditions of the beneficiaries.

Since the launch of the program, over 42,500 households have replaced their old appliances with more energy-efficient ones, benefiting from funding of up to 70% of the cost of a new device. According to data presented by CNED, the annual energy savings achieved by beneficiaries exceed 37 million lei, and over 300 tons of used refrigerators and washing machines have been collected for recycling within the program.

The EcoVoucher program is developed by the Government with the support of the EU and is implemented by CNED, within the project “Energy Efficiency and Renewable Energies for Moldova”. The project is implemented by GIZ in collaboration with the Government of the Republic of Moldova and is funded by the German Government, with co-financing from the EU, Norway, and Denmark. The current session is funded by the EU.
