Gas suppliers could be changed. Ministry of Energy prepares new legislative norms

The Government could designate the gas supplier for the Transnistrian region if Parliament approves changes to the law on gas. The draft law is currently being consulted with specialists and this spring it will be debated in Parliament. Secretary of State of the Ministry of Energy Constantin Borosan told IPN that a mechanism based on ordinances issued by the Commission for Emergency Situations during the state of emergency is currently applied. However, given that the state of emergency is an unusual mechanism, this aspect will be regulated by law.

“Normally, the gas is delivered by a licensed supplier, which operates on the market. In the Transnistrian region, there are no licensed operators, there are no transmission and distribution operators, no supply operators. Respectively, based on an exceptional mechanism, we designate a supplier that will deliver gas there,” explained Constantin Borosan.

Another proposal concerns the mechanism by which the 15% stocks are constituted. “At the moment, the mechanism introduced in 2022 provides that only Energocom company makes stocks. ” In 2022, no one knew how the gas market works and the state mandated Energocom. In the new law, each supplier is to be specified in proportion to its market share,” said the functionary.

Moldovagaz from this year risks losing the status of supplier with a public service obligation. “The current law provides that the designation of suppliers with a public service obligation is made based on a competition, according to regulations approved by the National Agency for Energy Regulation,” Constantin Borosan told bani.md, specifying that changes in this regard are not foreseen.
