Briefness first and foremost – September 10, 2018 IPN digest

A criminal case was started in the case of the accident that involved President Igor Dodon to establish all the circumstances and to take a legal decision... It is normal as the rumors and suppositions go beyond any limit. Vlad Batrîncea, MP of the pro-presidential Party of Socialists (PREM), said the road accident that involved President Igor Dodon wasn’t inadvertent and was an attempt on the Head of State. On a social networking site, the politician enumerated several reasons in favor of his assertions... Someone could say that the approach is an attempt to influence the investigation...

And it is not at all normal in the case of the expelled Turks. In the absence of a decision by the Bureau of Migration and Asylum to declare a person undesirable, all the procedure is illegal in accordance with the Moldovan legislation. The conclusion is thus that the behavior of the Security and Intelligence Service (SIS) was illegal. This is how the president of the Legal Resources Center Vladislav Gribincea commented on this case.

“The damage to the Republic of Moldova’s image is very detrimental to Moldova as this case shows that the state Republic of Moldova can arrest anyone in breach of the law and can do whatever it wants to this person. This is not at all compatible with the rule of law principles that the Republic of Moldova pretends to respect,” stated Vladislav Gribincea.

But we go on… The head of the parliamentary group of the Liberal Democratic Party of Moldova Tudor Deliu was unanimously chosen president of the party in the September 9 extraordinary congress of the PLDM.

PLDM vice president Alexandru Bujorean on a social networking site wrote that the party started a new page in its political history. In particular, the congress adopted a resolution by which the party assumes the desideratum of Moldova’s union with Romania and, in view of the parliamentary elections of 2019, offers the chance of renaissance, modernization and moral recovery and its mission is to rehabilitate the notions of democracy and individual freedoms. The party offers a new view on Moldova’s development and undertakes to fully implement the Association Agreement with the EU as the only method of obtaining the EU member candidate status. Also, the PLDM banks on a broad coalition with the partner parties PAS and PPPDA.

The IPN Experts note it is for the first time that the PLDM underlines the union desideratum in its official documents. In fact, after the mentioned congress, the party appears as a rivulet that is heading for a possible torrent. It remained for another 8-9 rivulets to come together within this eventual torrent. “The question here is could the PLDM as a new unionist entity contribute to the transformation of crowdedness into a torrent? The answer No is evident,” concluded the IPN Experts.

Against this background, the Russian preferences for the Moldovan Association Agreement reveal the duplicity of the Russian policy. On the one hand, the Russian authorities do not eliminate the commercial restrictions imposed on Moldovan producers starting with 2013 on the pretext of preventing the negative effects of the Agreement with the EU (re-exports). On the other hand, the exponents of Vladimir Putin’s regime express interest in the benefits of the same Agreement for the Russian business community.

President Dodon also modified his speech, speaking mainly about the intention to renegotiate the export quotas with the EU. The discussions about the scrapping of the Agreement lost topicality not only in Chișinău, but in Moscow too, concluded politologist Dionis Cenușa

The interest in the European integration diversifies and grows, but things in the kingdom Republic of Moldova stand badly. Insignificant progress was made in implementing the Association Agreement with the European Union until September 1, 2018. Compared with the end of 2017, a qualitative slip back was witnessed, mainly owing to the slowdown of the EU -  Moldova political dialogue and the suspension of the EU financial assistance, concludes Alternative Report No. 3 on the implementation of the EU -  Moldova Association Agreement for the first half of this year that was presented by the Institute for European Policy and Reforms.

Despite the efforts made by the authorities, measles continues to spread and this is not at all gladdening. The 281st case was confirmed in a nine-year-old child from Stăuceni commune of Chișinău municipality. The yellow code advisory for spread of measles is still valid. Ceadâr-Lunga, Vulcănești, Ungheni, Taraclia, Cahul, Cantemir, Ocnița, Nisporeni, Hâncești and Chișinău remain the most affected districts.

The cold rain and dull weather generated the General Public Amenities Division’s report which says that apartment buildings in Chișinău municipality that are managed by municipal enterprises are 75% ready for the cold season, while the blocks managed by associations and cooperatives are 62% ready. SA “Apă-Canal Chişinău” also announced that its three heating stations are ready for the cold season and can start to supply heat at any time. This is a good joke at the start of September, isn’t it?
