The public sector pay system could be reformed by reducing the number of reference values used to calculate salaries, incorporating the fixed monthly allowance of 1,300 lei into basic pay, and introducing special pay arrangements for hard-to-fill positions and IT roles. The changes are set out in a draft law submitted by the Ministry of Finance to the Government for approval, IPN reports.
According to the explanatory note, the reform aims to reduce pay disparities and strengthen the role of base pay. From 2027, the number of reference values will be reduced from ten to six, ranging from 4,200 to 6,900 lei.
The proposal expands the number of occupational groups from eight to ten by creating a separate group for IT specialists and splitting healthcare and social assistance into distinct categories. A competitiveness coefficient of up to 1.3 will be introduced for hard-to-fill positions, allowing base salaries to be increased.
Salary bonuses will also be restructured. Performance bonuses will be awarded only to employees rated “excellent” or “very good”, while the share of the basic salary fund allocated to them will be reduced from 10% to 4%. The draft also provides for lowering the cap on one-off bonuses awarded to mark professional holidays and non-working public holidays from 5% to 2% of the annual payroll fund. In addition, the amount awarded to any one employee may not exceed 10,000 lei per year.
Certain categories of local government employees will be eligible for salary supplements of up to 30% of their base pay to strengthen institutional capacity. These payments may not exceed 50% of the own-source revenue collected in the previous year.
Most of the changes are expected to take effect on January 1, 2027, while the special arrangements for hard-to-fill positions and IT specialists would apply from 2028.
The draft is to be reviewed by the Government and, if approved, submitted to Parliament. The reform does not envisage an across-the-board pay rise for all public sector employees; its impact will vary depending on their role and professional category.

Customs and border authorities in the Republic of Moldova and Romania will increase inspection capacity at selected border crossings. Trucks carrying cargo will also be separated from empty trucks to reduce waiting times and keep freight traffic moving. The measures were agreed upon by representatives of the two countries, IPN reports.
According to the Customs Service, two additional inspection lanes will be opened at the Giurgiulesti-Galati border crossing, allowing more trucks to be processed.
At the Leuseni-Albita border crossing, empty trucks will be directed to a separate lane. As their inspections generally take less time, separating traffic flows will speed up checks and prevent congestion in the inspection lanes.
At the same time, additional staff will be assigned to carry out checks, depending on traffic volumes and needs on the ground. The authorities will also step up information sharing to better coordinate operations at border crossing points.
The Customs Service reminds carriers that, as of November 3, grain shipments to Romania can also pass through the Costesti-Stanca customs checkpoint. According to the authorities, opening this route provides more transport options and helps ease congestion at busy border crossings.
