Promo-LEX criticizes the lack of transparency and accelerated procedures in Parliament

Promo-LEX signals a lack of transparency and violation of procedures at the last two Parliament sessions. According to the association, the agenda was changed at the last minute, and important projects were adopted through accelerated procedures, reports IPN.

Urgent procedures should be used in exceptional situations, emphasizes Promo-LEX, according to which adherence to transparency rules and parliamentary procedures is essential for the proper functioning of the legislative process.

According to the organization, the agenda of the meetings was not approved within the deadline set by the regulations, reducing the predictability of legislative activity. The initial draft of the agenda was only published on the day of the meeting on March 5 and included 11 topics, with additional projects being added even during the meeting.

Promo-LEX notes that the violation of practices affects the transparency of the legislative process and hinders the monitoring of parliamentary activity. According to the regulations, the agenda must be approved and published two weeks in advance, to allow for clear planning of the debates.

The Association draws attention to the frequent use of accelerated procedures for examining draft laws. Some initiatives were voted on in a very short period of time, a few days, which generated criticism from opposition deputies regarding the lack of debate and transparency of the process.

In total, during the sessions of March 5 and 6, 13 projects were put to vote – eight legislative projects and five resolution projects. The appointment of Bernard Lavigne and Herman von Hebel as members of the External Evaluation Commission of the ethical and financial integrity of prosecutors was marked by tensions. The parliamentary majority amended the law through an amendment, reducing the necessary threshold from 61 to 51 votes, and for their appointment, 53 deputies voted.

Several people were fined after being caught fishing at night in the Dniester River and catching fish below the minimum size allowed by law. Following inspections carried out over the weekend in districts in the eastern part of the country, environmental inspectors issued 14 citations and imposed fines totaling 11,000 lei, according to IPN.

According to the Environmental Protection Inspectorate, the inspections focused on compliance with environmental legislation and regulations regarding the protection of fishery resources, particularly in the Dniester River basin. Following the inspections, the inspectors estimated the damage to aquatic biological resources at approximately 13,000 lei, an amount that will be recovered from those responsible.

Inspectors point out that night fishing and catching fish below the legal minimum size affect the natural reproduction process of fish species and contribute to the decline in fish stocks.

Authorities are urging fishermen to comply with fishing regulations and measures to protect aquatic resources, emphasizing that these are essential for the conservation of biodiversity and the sustainable use of natural resources.

Environmental inspectors have imposed fines of over 21 thousand lei after detecting several violations in the Calarasi district. Among these are the undocumented transportation of firewood, the improper use of aquatic basins and the spread of ragweed, reports IPN.

At the entrance to the Temeleuti locality, inspectors stopped a tractor transporting approximately 10 cubic meters of firewood. Checks revealed that the wood came from the territory managed by the Paruceni Forestry Department in the Nisporeni district, but it was not accompanied by documents confirming its legal origin. Both the driver and the forester were penalized for the violation. The total amount of fines imposed in this case was 12,500 lei.

Furthermore, inspectors have checked several aquatic basins in Calarasi and found violations of water resource usage rules. Following the inspections, four reports were drawn up, and the responsible individuals were fined 6,400 lei.

At the same time, four plots of land were found where ragweed was growing within the built-up areas of some localities. For violating the legislation that obliges owners to destroy the invasive plant, fines totaling 2,400 lei were imposed.
