The Republic of Moldova will hold the Chairmanship of the Committee of Ministers of the Council of Europe, a key position in the European architecture, starting November 2025. The announcement was made by Deputy Prime Minister Mihai Popsoi during the 134th session of the Committee, held in Luxembourg, where foreign ministers from the 46 member states were present, IPN reports.

The official said that preparations for Moldova’s mandate are in full swing and noted that it will conclude with the organization of the Ministerial Session in Chisinau in May 2026, which will be attended by foreign ministers from all Council of Europe member states.

Minister Popsoi reiterated Moldova’s support for the creation of the Special Tribunal to punish crimes of aggression against Ukraine. At the same time, he drew attention to persistent threats to national security and external attempts to undermine the country’s pro-European course.

In the margins of the session, the Moldovan Foreign Minister had a trilateral meeting with his counterparts from Monaco and Montenegro, the countries which will take over the Chairmanship of the Committee of Ministers in succession. The officials discussed the coordination of common priorities, focusing on combating disinformation, protecting human rights and involving young people in democratic processes.

At the end of the Luxembourg meeting, Malta took over the chairmanship of the Committee of Ministers until November this year.

The Committee of Ministers is the main decision-making body of the Council of Europe, composed of the foreign ministers of the 46 member states or their permanent representatives. Its role is to represent national governments in formulating common positions at European level, to identify collective solutions to the challenges facing European societies and to monitor the respect of the commitments undertaken by each member state. Ministers meet annually in ministerial session, while permanent ambassadors meet weekly to prepare and adopt decisions.
