The Minister of Health, Emil Ceban, has repeatedly reacted following the emergence of information regarding the investigation of Romanian authorities related to the residency diplomas of some doctors who studied in the Republic of Moldova. He stated that he had no reason to doubt the authenticity of these documents, reports IPN.
The former rector of USMF “Nicolae Testemiteanu” mentioned that, if the investigation reveals irregularities, he wishes for the responsible individuals to be identified and has asked the authorities from both states to clarify the situation.
“As the rector of USMF, I have signed thousands of diplomas annually, according to a standard administrative procedure,” stated Emil Ceban.
The Minister clarified that the process of issuing diplomas is digitized and rigorously regulated, and the rector’s signature is a mandatory step for all academic documents issued by the university.
According to a survey conducted in Romania, a group of Moldovan doctors are suspected of fraud, forgery in official documents, computer forgery, use of forgery, and unauthorized practice of a profession or activity, after they asked the Romanian Ministry of Health to recognize their university studies from Chisinau. Romanian prosecutors suspect that the studies were not actually carried out.
The qualification titles targeted various specialties, such as emergency medicine, orthodontics, plastic surgery, aesthetics and reconstructive microsurgery, imaging, dento-alveolar surgery and periodontology.
