EU-funded software and equipment donated by IOM at Palanca Border Crossing Point to strengthen border management

Press release

The European Union in partnership with the International Organization for Migration and the Customs Service of the Republic of Moldova, organised a handover ceremony of EU-funded software and equipment at the Palanca Border Crossing Point (BCP), aimed at strengthening border management capacities and enhancing operational efficiency of the Candidate country on its path toward the EU membership.

The support is provided under the project “Supporting Protection, Transit, Voluntary and Informed Return and Reintegration of Eastern Partnership Citizens and Third Country Nationals affected by the conflict in Ukraine,” funded by the European Union and implemented by IOM Moldova.

The event brought together representatives of national authorities, the European Union, and IOM, reflecting a strong partnership in advancing modern, efficient, and resilient border management systems in the Republic of Moldova, particularly in the context of increased mobility and the ongoing regional impact of the full-scale war in Ukraine.

During the event, partners highlighted the importance of continued investments in modern infrastructure and digital systems to address evolving migration dynamics and ensure secure and humane border management.

“The investments contribute directly to enhancing border security, facilitating legitimate trade, developing digital services, and increasing the operational resilience of the Customs Service”, noted Radu Vrabie, Director of the Customs Service of the Republic of Moldova.

“The European Union is proud to support the modernisation of Moldova’s Customs Service through this €630,000 contribution. It reflects a shared vision: modern institutions, secure and efficient borders, stronger connectivity, and Moldova’s continued integration with the European Union. Upgrading IT system and installing solar panels will bring modern, self-sufficient and digital border controls for the benefit of all citizens and businesses, in line with European standards”, stated Mr. Maté Csicsai, Deputy Head of Mission of the European Union Delegation to the Republic of Moldova.

“Today’s handover reflects our shared commitment to advancing a modern, secure, and efficient customs system, strengthening Moldova’s capacity to manage its borders in line with European standards and best practices”, mentioned Ester Ruiz de Azua, Chief of Mission, IOM Moldova.

As part of the ceremony, participants visited the Palanca BCP, where the newly delivered solutions were presented. This included the upgrades to “Frontiera” Information System, designed to manage the flow of vehicles, goods, and travelers through an integrated single-window approach, as well as solar panels and an autonomous energy system to enhance energy resilience at the site. Outdoor LED information displays installed at Palanca, Leușeni, and Sculeni BCPs were also presented, improving communication and awareness for travelers.

This intervention contributes to strengthening Moldova’s capacity to manage borders effectively while ensuring protection-sensitive approaches for migrants and people on the move, particularly in the context of the ongoing regional impact of the war in Ukraine.

Through its partnership with national authorities and with the financial support of the European Union, IOM remains committed to supporting safe, orderly and regular migration, and to enhancing institutional capacities and service delivery at border crossing points across the country.
