The Superior Council of Magistracy (SCM) has two new members selected from among non-judges. These are Iulian Muntean and Lucia Popescu, who were confirmed by Parliament, IPN reports.

The head of the Parliament’s commission for appointments and immunities Olesea Stamate said that in accordance with the legal provisions, six of the 12 members of the SCM who are not judges are chosen openly and transparently by the commission. The contest to choose candidates for SCM member was held in three staged – submission and acceptance of files, assessment of the integrity of candidates, and the interview. Iulian Muntean and Lucia Popescu were chosen out of the six persons accepted by the independent commission for assessing the integrity of candidates for member of the SCM and the Supreme Council of Prosecutors. They are appointed for a six-year term.

Iulian Muntean is a lawyer and he earlier worked as a lecturer at a number of universities in Moldova.

Lucia Popescu is a bachelor of law and a master of civil law and European law. She works for the project “Strengthening transparency, responsibility and access to the judicial system in Moldova”. Earlier, she served as a legal adviser and project coordinator.

The Superior Council of Magistracy consists of 12 members. Parliament so far designated five SCM members from among non-judges. The General Assembly of Judges has chosen four Council members out of six. Together with Nina Cernat, who is a member from the previous composition of the SCM, the Council now has ten members.
