Moldtelecom had practices that harmed the company, APP director

The audit carried out at Moldtelecom company highlighted several vicious practices, which directly affected the financial results of the company. The statement belongs to the director of the Public Property Agency (APP), Eugeniu Moraru. At a press conference held on September 18, the APP director pointed out that Moldtelecom promoted certain economic agents and made unjustified payments, IPN reports.

“Under a contract concluded in April 2013 with a foreign investment company regarding the organization, operation, administration and maintenance of the Number Portability database, Moldtelecom paid 110 million lei for practically non-existent services,” declared Eugeniu Moraru.

The APP director mentioned that, following the verifications, it turned out that the outsourcing of international voice traffic services led to the development of a third party company, while Moldtelecom was able to develop this sector on its own.

„Moldtelecom has contracted a financial audit for 2017 to be carried out by an international company. The audit has not been submitted so far, although the services have been paid in full”, said Eugeniu Moraru.

Among the irregularities found, the APP director has also mentioned the use of company’s financial resources for personal purposes. “The former manager of the company benefited from unjustified bonuses in 2019, while company’s performance indicators have been artificially raised”, specified the director of APP

Eugeniu Moraru also mentioned that the company’s employees, under the guise of service trips, made trips for personal purposes. “The former general manager and the former financial director of Moldtelecom travelled to Dubai on March 6-10, 2019, the total expenses amounting to 125,000 lei. No work related activity or business meeting has been carried out. The former managers have opted for accommodation in top luxury rooms. Unmotivated trips have been taken rather for tourist purposes than in business interest by the former general manager to destinations such as Amsterdam, Tel Aviv, Berlin, out of Moldtelecom account being spent over 400,000 lei”, said Eugeniu Moraru.

APP director stated that Moldtelecom was not on the privatization agenda and an internal investigation on the findings has been ordered.

The “Eugen Doga” International Airport in Chisinau has launched a public tender for the current repair and maintenance of the asphalt concrete surfaces of the aerodrome platform. The estimated value of the contract is 67.2 million lei, excluding VAT, reports IPN.

According to the announcement published on the public procurement platform, bids can be submitted during the period of August 3-17, after the clarification request stage has ended, which will take place until August 3.

According to the technical documentation, a large part of the investment is intended for the repair of platform no. 1, where the aircraft parking spots are located. The verified estimate for these works is approximately 55 million lei, including VAT.

The repairs are not limited to the area where the aircraft are stationed, but also target the infrastructure used daily by airport services. Thus, the repairs also include the connection area between the control point and the aerodrome platform, the parking area designated for airport vehicles, the area where the workshops and material depots are located, as well as the area of the fuel supply station. At the same time, work will also be carried out on the access road to the passenger terminal.

The specification book indicates that the need for interventions was identified following technical inspections. The documentation further stipulates that the interventions will be carried out in operational areas and with restricted access, without affecting the airport’s activity.
