Thirteen laureates of the fourth Health Awards Gala received trophies in a ceremony held at the Organ Hall in the evening of April 23. The laureates were selected out of 50 teams and persons who filed applications for participation in the period between April 1 and April 10, IPN reports.

Minister of Health Mircea Buga said the event became a nice tradition of the medical community of Moldova and is staged in April, when it is marked the World Health Day. The persons working in the health system should make effort for health to become a priority.

Boris Galca, the Premier’ senior state adviser on health protection and social development, came with a message from Chiril Gaburici, saying the Government wants a European-like health system and welcomes development partners’ recommendations in this respect.

The trophy for the best family doctor‘s team went to the Family Doctors Center SANCOS for the quality of the medical services provided. The trophy for the best team of medical assistants went to CS Flamanzeni–Coscodeni of Sangerei district for high performance. The team of the Emergency Medicine Department of the Cahul District Hospital was named the best emergency medical assistance team, while the trophy for the best hospital team/section was awarded to the team of the Cardiosurgery Department of the National Clinical Hospital.

The trophy for the best management of medical institution was given to the director of the National Blood Transfusion Center Svetlana Cebotari, while the trophy for the best work done by public authorities in healthcare, other than medical institutions, went to the Ministry of Education. The PAS Center was named the most active NGO in the health sector.

This year’s Health Awards Gala was staged by the World Health Organization Country Office in Moldova, the Ministry of Health, the National Health Insurance Company and the Center for Health Information and Communication. It was held under the theme “Food safety”.

The reform of local public administration could require between 4.5 and 5 billion lei, depending on the number of town halls that will participate in the voluntary amalgamation process. The Government’s initial estimate, calculated for the scenario in which all town halls would adhere to the reform, was approximately 6.5 billion lei.

The Deputy Secretary General of the Government, Alexandru Iacub, stated in an interview for IPN that the funds are provided in the Growth Plan for the development of the administration and the implementation of the reform and will be approved along with the legislative package.

“Money is allocated when there is a predictability of budget execution. The moment we have the number of municipalities eligible for this incentive, then we allocate this amount and provide for it in the budget,” the official explained.

At present, the authorities are providing the first incentive for initiating the voluntary amalgamation process. Over 10 million lei have already been allocated to the town halls for this stage, and the number of requests is increasing.

For the first stimulus, the Government has allocated 170 million lei in this year’s budget. Part of the amount will be returned to the state budget through budget adjustment, as it was not fully utilized.

The former president of the Savings Bank, Grigore Gacikevici, was sentenced to 13 years in prison in a case related to bank fraud. The case concerns the granting of loans in violation of banking regulations during the period 2005-2012. According to prosecutors, the damage caused to BEM amounts to almost three billion lei, reports IPN.

The sentence was pronounced by the Chisinau Court, Buiucani headquarters, in the presence of Gacikevici, brought into the courtroom under escort. According to the decision, he is to serve his sentence in a semi-closed type prison and will not be able to hold positions in the banking system for five years.

The prosecutors, who requested 15 years of imprisonment, argued that, during the period 2005-2012, the BEM management allegedly approved non-performing loans. Overvalued or insufficient assets would have been accepted as guarantees to cover the loans. Four individuals and 68 companies would have benefited from these loans.

The conviction comes a day after Gacikevici was arrested in another case, in which he is investigated for large-scale money laundering. According to law enforcement, during his tenure at the bank, he allegedly received illegal remuneration for facilitating the granting of loans, and the money was subsequently transferred abroad to conceal its origin.
