The Parliament session of September 4 was marked by the accelerated examination of several legislative projects, and decisional transparency was affected in the case of five out of the eight projects voted on, notes Promo-LEX. The organization also signaled a possible non-compliance with the procedure for changing the agenda, reports IPN.

Out of the 11 topics included in the meeting agenda, eight bill projects were examined: seven in the first reading and one in the second reading. Three of these are relevant for the harmonization of legislation with the EU acquis.

Promo-LEX noted that the bill on the provisional licensing of grain and oilseed imports, examined in the first reading on September 3, was included the next day for the second reading, without the amendment of the agenda being subjected to a plenary vote. According to the organization, the situation raises questions about compliance with the Parliament’s Regulations.

At the same time, three projects reached the first reading just two days after being registered in Parliament. Representatives of four opposition factions criticized the accelerated pace, citing insufficient time for analysis and amendments.

The decision-making transparency was affected in the case of five out of the eight voted projects, that is 62.5%. For these, the term of at least 10 working days for the presentation of recommendations by the interested parties was not respected. In one case, the opinion of the General Legal Directorate had not been published before the meeting.

Promo-LEX also mentions that all projects were reviewed by the parliamentary committees seized on the merits before the plenary session. The session on September 4 lasted approximately six hours and seven minutes, without a break.
