Call to investigate alleged irregularities at private medical center in Moldova

The manager of GBG-MLD Tudor Tchaikovsky, whose son was one of the associates of Invitro Diagnostics, but who was abusively removed from the administration of the company, calls on the law enforcement and inspections bodies to thoroughly examine the work of Invitro Diagnostics. According to him, serious violations were committed in order to rob the company, with the state budget also being affected. Tudor Tchaikovsky noted that violations were committed also in the process of testing for COVID, which resulted in damage to the public budget and possible damage to the health of patients.

In a news conference hosted by IPN, Tudor Tchaikovsky said that in 2016, his son Alexandru Tchaikovsky became an associate of Invitro Diagnostics. Arcadie Topalo is the second effective beneficiary of Invitro Diagnostics. Since 2019 until present Arcadie Topalo has been represented by a company whose roots are in an offshore location in Dubai.

“The company started to be robbed in 2021, when Alexandru Tchaikovsky was removed from the administration of the company by abusive and illegal methods by Arcadie Topalo and persons from the leadership of Invitro Diagnostics – Marin Bălănuță, Invitro director, Natalia Stoianova, financial director. The misunderstandings between associate Alexandru Tchaikovsky and Arcadie Topalo, together with the managers of Invitro Diagnostics, appeared when Mister Topalo’s offer to take part in the laundering of 40 million lei on the pretext of repairing Invitro Diagnostics branches and clinics was rejected,” stated Tudor Tchaikovsky.

The manager of GBG-MLD noted that a legal and financial analysis identified serious violations of the legislation and intentional robbing of the business. During the pandemic, Invitro Diagnostics applied an incorrect methodology to test for COVID-19, using a test to examine several persons.

“We call on the law enforcement agencies – the Security and Intelligence Service, the National Anticorruption Center, the Service for the Prevention and Combating of Money Laundering, the bodies of the prosecution service and the internal affairs system, the Customs Service and the Tax Service – to conduct a thorough inspection and take other necessary measures at the companies that form part of Arcadie Topalo’s group so as to end the financing of political, subversive actions and actions aimed at undermining constitutional order, and to also assess the damage done to the health of patients and to the state budget. We consider the actions taken by Arcadie Topalo and by persons loyal to him should be minutely investigated so as to hold them to account for the financial damage and damage to health caused to citizens of the Republic of Moldova,” stated Tudor Tchaikovsky.

Official documents issued in the Republic of Moldova and Germany may now be used in each other’s countries with only an apostille, without the need for the legalization procedure. The measure enters into force following the Federal Republic of Germany’s withdrawal of the reservation it made in 2007 when the Republic of Moldova acceded to the Hague Apostille Convention, IPN reports.

The Ministry of Foreign Affairs states that the decision was made following steps taken by Deputy Prime Minister Mihai Popsoi, Minister of Foreign Affairs, during his May 18–19 meeting with his German counterpart, Johann David Wadephul.

The ministry emphasizes that the new system will eliminate the need to visit multiple institutions or diplomatic missions to have documents legalized, which will reduce both the time required and the costs incurred by citizens. The simplified procedure will apply to official documents such as birth, marriage, divorce, and death certificates, criminal records, academic diplomas, and diploma supplements.

The Hague Convention on the Apostille entered into force for the Republic of Moldova on March 16, 2007. With its implementation in relations with Germany, the Republic of Moldova will benefit from the same simplified procedure for the recognition of official documents as it does with all 130 states and entities that are parties to the convention.

Maritime schools could be opened in Moldova following the full transposition of relevant European legislation. The statement was made by Deputy Prime Minister Vladimir Bolea, Minister of Infrastructure and Regional Development, who noted that there is growing interest in such programs, including from Ukrainian citizens affected by the war, according to IPN.

Vladimir Bolea stated that the new regulations will allow seaman’s books to be issued based on studies completed in the Republic of Moldova at authorized institutions.

The minister told the press that, at present, no ships are sailing under the flag of the Republic of Moldova, but the authorities are working to transpose European legislation and develop the legal framework necessary for the development of this sector.

According to him, the state and the Naval Agency could generate significant revenue both from ships sailing under the Moldovan flag and from institutions that train seafarers.
