A project regarding the unification of Romania with the Republic of Moldova, tacitly adopted by the Chamber of Deputies

A bill proposing the initiation of the process of unifying Romania with the Republic of Moldova has been tacitly adopted by the Chamber of Deputies, following the expiration of the legal term for debate and vote. According to parliamentary procedure, in the absence of an explicit decision by the deputies, the initiative is considered adopted and sent to the Senate, which is the decision-making body, IPN reports.

The document, initiated by parliamentarians of the S.O.S. party, stipulates that the Parliament of Romania expresses its preference for unification with the Republic of Moldova and mandates the Bucharest Government to commence negotiations with the authorities in Chisinau regarding the conditions and stages of a potential reunification process.

The initiators invoke the provisions of the Helsinki Final Act, which allow for the peaceful modification of borders based on the agreement between states. The project also stipulates the notification of international partners and relevant organizations, including the European Union, NATO, the UN, and the United States, in the event of the definitive adoption of the law.

The tacit adoption in the Chamber of Deputies does not represent the final approval of the project. To have legal effects, it must be debated and voted on by the Senate, and subsequently go through the stages provided by Romanian legislation.

The authorities in Chisinau have not yet commented on the legislative initiative.

NFTs and cryptoassets that qualify as financial instruments, deposits, funds, insurance or reinsurance products, or pension and social security systems will not be subject to the upcoming law on the cryptoasset market. This provision is included in the draft law approved by the government on Wednesday, according to IPN.

The bill establishes the regulatory framework for the cryptoasset market and introduces rules for individuals and companies that issue, trade, or provide services related to these assets. The document specifies who may operate in this market, what obligations they will have, and which authorities are responsible for oversight.

According to the Ministry of Finance, supervisory responsibilities will fall to the National Bank of Moldova and the National Financial Market Commission. At the same time, companies will be required to provide clear information to customers and to comply with requirements designed to protect users and prevent market manipulation or the misuse of confidential information.

The law divides cryptoassets into three categories: electronic currency tokens, which derive their value from a fiat currency; asset-backed tokens, which are linked to one or more assets and other types of cryptoassets.
