Out of the 892 municipalities in the Republic of Moldova, 561 have adopted final decisions regarding voluntary amalgamation, stated the Secretary General of the Government, Alexei Buzu. These represent 63% of the total and 65% of the municipalities with less than 3 thousand inhabitants, reports IPN.

According to Alexei Buzu, 254 municipalities that have not completed voluntary amalgamation will enter the process of normative amalgamation. The government is set to draft and consult on the legislative package regarding the new administrative-territorial organization in September, which is expected to be approved this fall. The new administrative structure will come into effect with the general local elections in 2027.

Alexei Buzu stated that the preliminary estimate is that after the 2027 elections, there will be approximately 292 municipalities left, fewer, but, he says, stronger and more capable of attracting funds and implementing projects.

To stimulate the amalgamation process, the Government has provided a fund of 4.5 billion lei, intended for three types of incentives: preparation, development, and post-amalgamation. The development incentive will be 3 thousand lei per inhabitant and will be used for investments starting from January 2027, while the post-amalgamation one will be granted to the new municipalities starting from the year 2028.

The government has so far allocated 550 million lei for energy bill compensation in 2026. However, Prime Minister Vasile Tofan says that authorities are looking for additional funding sources to supplement the budget allocated for heating aid, reports IPN.

The statement was made during the Government meeting, in the context of approving the project to amend the State Social Insurance Budget Law for the year 2026. Vasile Tofan clarified that the amount does not represent either the total value of the compensations for the entire cold season, nor the money that will be automatically distributed each month.

The Prime Minister stated that the authorities are discussing with external partners to identify additional sources of funding, so that the compensations can be as substantial as possible for families who are in the greatest need of support. At the same time, the head of the Government insisted on the need for a stricter direction of public money towards vulnerable individuals. According to the Prime Minister, the authorities intend to expand and ensure a stricter verification of the income and financial situation of households applying for compensations.

In addition to official income, other elements are expected to be analyzed, such as the value of the home, owned cars, bank deposits, or dividends received. The measure is justified by authorities on the grounds that declared income does not always reflect the actual financial situation of a household.

Vasile Tofan presented data on compensation programs from previous seasons. In the winter season of 2022-2023, out of approximately 900 thousand requests, around 895 thousand households were covered. In the previous season, about 621 thousand households benefited from compensation, which represents approximately 75% of the households that requested support.

The EU accuses Russia, at the UN General Assembly, of systematic violations of human rights in the occupied territories of Ukraine

The European Union accuses Russia of systematic and widespread violations of human rights in the occupied territories of Ukraine. In a statement presented at the 81st session of the UN General Assembly, which was also aligned with by the Republic of Moldova, along with other EU candidate states, the community bloc demanded Moscow’s immediate release of political prisoners and the unconditional repatriation of forcibly deported Ukrainian children, reports IPN.

The document lists the abuses documented by the UN in the occupied territories, including arbitrary detentions, extrajudicial executions, acts of torture, sexual violence, and the suppression of freedom of expression and religion, over a 12-year period, from 2014, since the illegal annexation of Crimea. Moscow is also accused of forcibly issuing Russian passports, restricting education in the Ukrainian language, and banning Crimean Tatar institutions, with the aim of changing the demographic composition of the territories through the forced transfer of the civilian population.

At the same time, the EU reiterated that it will not recognize the annexation of any Ukrainian territory or the results of the so-called “elections” organized by the Russian occupation administration, demanding from Russia an immediate, unconditional, and comprehensive ceasefire, as well as the resumption of negotiations for a fair peace. The Ukrainian people, the document states, deserve a secure and independent future, and the EU has committed to continue its political, financial, economic, military, and diplomatic support for Ukraine.

In turn, Ambassador Gheorghe Leuca, the permanent representative of the Republic of Moldova to the UN, reaffirmed Chisinau’s strong support for the sovereignty and territorial integrity of Ukraine, emphasizing that Moldova will not recognize any change in the status of Ukrainian territories obtained through aggression.

The diplomat also mentioned the direct impact of the border war – illegal overflights of airspace, cyber attacks, disinformation, electoral interference, and energy pressures. The official also advocated for a firm peace and accountability for crimes committed in the context of aggression.
