A detainee and his sister swindled six young women out of over 300,000 lei. The Prosecutor General’s Office (PGO) completed the investigation into the swindles and sent the case to court, Info-Prim Neo reports.

According to the PGO, the man got 20 years in jail for murder and theft and was serving his sentence in the penitentiary in Cricova. Being behind bars, he planned a series of swindles together with his sister.

In July 2010 – October 2011, the prisoner, through the agency of a social networking site and a mobile phone, got acquainted with six young women. He convinced them that he runs a company that imports luxury cars from Germany.

Using different pretexts, like that he owns an apartment in Chisinau and will sell it cheaper or that he must immediately repay a debt, he asked the girls to lend him money. His sister met with the girls and took the money.

The police asked the Ministry of Justice to thoroughly inspect the penitentiaries and liquidate the illegalities, causes and conditions that favored them and to prevent similar cases in the future.



The salary reform in the public sector needs to be reviewed before adoption in terms of its impact on the justice system, warn experts from the Institute for European Policies and Reforms. According to them, some provisions of the project developed by the Ministry of Finance could affect the financial independence of judges and prosecutors and may contradict the jurisprudence of the Constitutional Court, reports IPN.

The IPRE analysis aims at the effects of the project on judges, prosecutors, the Superior Council of Magistracy, the Superior Council of Prosecutors, as well as on the staff of the courts and the Prosecutor’s Office.

Experts believe that the general objectives of the reform – simplifying the wage system, strengthening the basic salary, reducing bonuses, and increasing transparency – are justified. However, the mechanisms proposed for the justice sector require adjustments before the law is adopted.

One of the main issues identified relates to the annual adjustment of the reference value used in calculating the salaries of judges and prosecutors. According to IPRE, the project ties this adjustment to the economic situation and the possibilities of the public budget, while the Constitutional Court has ruled that this should be mandatory and should take into account at least the average annual inflation rate.

Experts criticize the introduction of different salary reference values for judges and prosecutors who have passed the external evaluation. According to the note, the difference between the values of 4,700 and 6,200 lei could generate a wage gap of almost 32% between people with the same roles and responsibilities. IPRE argues that rewarding those who have passed the external evaluation could be applied only temporarily, through a separate allowance, not through permanent differences in the basic salary.

In this context, experts recommend the establishment of a mandatory mechanism for the annual adjustment of judges’ and prosecutors’ salaries, the review of wage differences related to external evaluation, and the involvement of the SCM and CSP in the process of determining roles and salary scales within the justice system.

In July, France recorded the highest average monthly temperature in over 100 years, amidst a prolonged heatwave and severe drought. These phenomena have increased the risk of vegetation fires and have affected agriculture, reports IPN.

According to the National Meteorology Service Météo-France, the average temperature in July reached +24.9 degrees Celsius, the highest value recorded since 1900. The record surpasses previous values set in August 2003 and July 2006. The average monthly temperature was 3.8 degrees above the norm for the period, and the daily highs exceeded the climatological average by 5.2 degrees.

At the same time, France is facing the most severe soil drought ever recorded for the end of July. The low level of humidity affects agricultural crops and favors the outbreak of vegetation fires.

Heatwaves and fires have affected several European states in recent weeks. In France, a fire that broke out near Bordeaux led to the evacuation of about 220 thousand people. In Spain, temperatures have once again exceeded +40 degrees Celsius, and in Greece, several localities have been evacuated due to fires fueled by drought and strong winds.

Specialists warn that climate change contributes to the intensification of heatwaves and extreme phenomena. Europe is the continent that is warming up the fastest, and periods of drought, high temperatures, and vegetation fires are becoming increasingly frequent.
