The National Library and the Novateca/ AO IREX Moldova Program has signed today, August 17, a memorandum that extends the modernization program for public libraries. A national framework for library assessment will be developed, to determine the impact of the services provided to society, as well as provision with licensed software for regional public libraries, IPN reports.

Igor Șarov, State Secretary at the Ministry of Education, Culture, and Research, said this document is important for the library sector and is a good technical investment, for the National Library as well, which ought to become an epicenter for nation-wide librarian training.

Evan Tracz, Novateca Program director, mentioned that the goal of the program is to support Moldovan public libraries in creating community-centered services, and the memorandum is a component of this objective. “We consider that data, their collection, as well as impact assessment are important, as they aren’t merely to know how many people use this type of service, but also to assess the impact of libraries, how it reflects on the people, trends, and evolution in use of library services by community members,” claims the director of Novateca.

Another important component of the memorandum is the software available for libraries. The National Library becomes a national coordinator in obtaining licensed software for all public libraries in Moldova, which will also save great amounts of money.

According to National Library director Elena Pintilei, the object of this agreement is a dream come true, which is already yielding great results in the modernization of libraries across Moldova, through implementation of new practices of assessing and monitoring public library activity.

The memorandum is in effect for a period of five years.

Oncological patients from Anenii Noi and Soroca can undergo chemotherapy in district hospitals

Oncology patients from the Anenii Noi and Soroca districts can undergo chemotherapy treatments in regional hospitals, without having to travel to Chisinau for each treatment session. The service is part of the expansion of the oncology program in the territory, reports IPN.

The Ministry of Health specifies that the measure aims to facilitate access to treatment and to reduce the time, costs, and effort involved in the repeated travels of patients and their families. Only chemotherapy treatments that can be safely administered will be provided in district hospitals.

The treatment indication and regimen will be established by the Multidisciplinary Oncology Council of the Oncology Institute, following the initial assessment of the patient and, if necessary, subsequent reassessments.

The program is already implemented in the district hospitals of Briceni, Cahul, Floresti, Orhei, Sangerei, and Stefan Voda. According to the Ministry of Health, between August 2025 and June 2026, in the six hospitals included in the pilot stage, 432 patients were treated, who were administered 597 chemotherapy treatments.

The Ministry mentions that the service will be gradually extended to other districts, depending on the capacity of medical institutions and the availability of trained staff.

The local councils of Puhaceni and Serpeni, together with the Anenii Noi district council, are asking the Ministry of Environment to review the decision regarding the location of the planned regional waste management center near the two villages. The local authorities argue that the decision was made without a real consultation of the communities and before the necessary evaluations were completed. However, the Ministry states that the environmental impact assessment procedure is ongoing, and studies and consultations will take place before a decision is made, reports IPN.

The mayor of Puhaceni village, Veaceslav Plamadeala, maintains that the regional center is expected to serve over 1.1 million residents from Chisinau municipality and the districts of Anenii Noi, Criuleni, Dubasari, Hancesti, Ialoveni, Straseni, and Orhei.

The local councils of Puhaceni and Serpeni, as well as the Anenii Noi district council, request the cessation of the procedure and the reassessment of the location. Their representatives claim that the residents of the area were not consulted before the land was selected, and the expropriation procedures would have been initiated before the completion of the environmental impact assessment.

Representatives of the Ministry of Environment clarified for IPN that the land designated for the construction of the center is state property, under the administration of the Public Property Agency, and does not belong to any municipality.

At the same time, local authorities maintain that the chosen site is located near water sources and settlements, and that so far, no hydrogeological study has been conducted to assess potential effects on groundwater.

In response, the Secretary of State for the Ministry of Environment, Grigore Stratulat, stated that the project does not involve the establishment of a landfill, but the construction of a modern regional waste management center, which will comply with the European Union standards for environmental protection. “Currently, the environmental impact assessment procedure is underway, and all the studies and public consultations required by law will be carried out before any decision is made,” the official clarified.

According to Grigore Stratulat, preliminary investigations indicate the existence of adequate protective distances from inhabited areas and main bodies of water. At the same time, access to the future center is designed so that traffic does not cross nearby localities.

The representatives of the Ministry of Environment encourage local authorities and residents to participate in public consultations and to analyze the project based on the conclusions of specialty studies, which will be made public after the completion of the environmental impact assessment.
