Four State University dorms under repair

The State University of Moldova has closed four dormitories for being repaired. As a result, about 600 students will remain without places in dorms in the 2013-2014 academic year. The tax for living in the dorm is planned to be increased. Contacted by IPN, the head of the University’s Social Matters Department Victor Garlea said the students will be provided with more than 2,400 places in dormitories.

“The University’s administration aims to finish the repair works as soon as possible. The contract is valid for a year. We will recover the money for the lost places the next years,” stated Victor Garlea. The dorms No. 3 and 4 will be closed for renovation within a public-private partnership. There will be constructed attic-like rooms and bought new furniture and equipment. The dorms No. 8 and 12 are in need of extensive repair and will be closed.

“Minor repair works are carried out in the other dormitories. They will be completed in about three weeks,” said Victor Garlea. There are by six students in every dorm, who take part in repair works. They are paid depending on the work done.

The dorms will be opened on August 25. In order to get a place in the dorms, the students must file an application. If necessary, the application will be accompanied by a certificate showing the composition of the student’s family. Last year, the accommodation tax in the State University’s dorms was about 180 lei a month. It is not yet known if it will be higher this year.

School directors appointed through competition will exercise their functions until the expiration of their five-year terms, even if, following the “Restart in Education” reform, the responsibility for their appointment and evaluation will return to the new Territorial Agencies for Education (ATE). The clarification was made by the Minister of Education and Research, Dan Perciun, in the plenary of the Parliament, during the presentation of the reform project, reports IPN.

“They will not have to immediately go through a new competition with the change of the founder. The directors continue their activity based on the previous competition until the expiration of the five years they can hold in office”, said the minister.

After the end of the mandates, competitions for director positions will be organized in the new system, which aims, according to the minister, to increase competitiveness. Dan Perciun mentioned that, currently, about 80% of the competitions for director positions have only one candidate, a situation which, in his opinion, raises questions about confidence in the process.

“What does the participation of a single person speak about? It speaks about the lack of confidence in the process and about the fear of school competitors to participate, due to the possible repercussions that might exist if they do not win”, stated Dan Perciun.

The “Restart in Education” reform stipulates the transfer of responsibility for the selection, appointment, and evaluation of school directors from the regional and municipal councils to the Territorial Education Agencies, structures subordinate to the Ministry of Education and Research.

The municipal authorities will create reserves of potable and technical water and will install, if necessary, distribution points in the sectors of the capital. At the same time, the fuel stocks for public transport, machinery, special vehicles, generators and critical infrastructure will be checked. The measures were approved by the Commission for Exceptional Situations of the municipality of Chisinau in the context of the hydrological and energy alert status established at the national level, reports IPN.

To ensure water reserves, the municipality may purchase tanks, cisterns and IBC containers. Educational, medical and social institutions will be evaluated to determine the water needs, and the authorities may negotiate with economic operators to supplement deliveries, if necessary.

In every sector of the capital, working groups will be created, coordinated by prefects, who will monitor available stocks, intervention capacities and the needs of institutions in the territory.

According to the committee’s decision, SA Apa-Canal Chisinau will continuously monitor the hydrological situation and the operation of the water supply system. The procurement of water, fuel, generators and other necessary equipment will be carried out as a priority, within the limits of the approved budget allocations.
