Moldova needs legislation that would elucidate the provenience of funds in politics, especially during electoral campaigns. The statement was made by the head of the Central Electoral Commission Iurie Ciocan about the approval given by CEC to the draft Law on the financing of political parties and electoral campaigns. The proposal, presented in the Parliament by Vlad Plahotniuc, was approved by CEC with 8 votes from 9 members and will be submitted to the Legislative.
“Certainly, such regulation is absolutely necessary because the tools we have for the organization of electoral campaigns are insufficient when it comes to financing of political parties and electoral campaigns. We need additional legal description and more competences in this regard. I said before that we needed more detailed declarations that would explain the provenience of funds. All this is included in the CEC document and in the proposal of MP Vlad Plahotniuc”, declared Iurie Ciocan.
“This approval is a strictly technical regard on the draft law. It analyzes each stipulation and article and we offered some critical evaluation and recommended several amendments”, said Ciocan.
The electoral authority was notified about the draft law by the Parliament’s legal commission and by the Ministry of Justice. CEC members have come up with several suggestions, included in the text of the approval note. The First Deputy Speaker Vlad Plahotniuc’s initiative comes after his proposal to switch to the election of MPs in uninominal precincts. The Democrat leader says these initiatives are part of his attempt to reform the Moldovan political class.
Previously, there were rumors about another draft law on the financing of political parties, developed by a work group that included representatives of the Ministry of Justice, of parliamentary parties, of CCCEC, the Prosecutor General’s Office, the Court of Accounts and other institutions, formed in November 2011.
