The People’s Assembly of Gagauzia asks the Parliament to suspend the examination of the draft amendment to the Electoral Code, which also includes changes regarding the organization of elections in the autonomous region. The Legislative from Comrat asserts that the initiative was promoted without respecting the mandatory consultation procedures.

In a press conference at IPN, the vice-president of the People’s Assembly of Gagauzia, Gheorghe Leiciu, stated that the legislation obliges the Parliament to submit for coordination the projects that target the status of the autonomous region.

Representatives of Comrat state that the project is expected to be included in the agenda of this week’s plenary session, before the Popular Assembly formulates an official position. They request a temporary suspension of the examination, the organization of public hearings, and the transmission of the entire project file, including the information note and comparative table.

The leadership of the People’s Assembly argues that the proposed changes would diminish the competences of Gagauzia in organizing elections. Among the contested provisions are the transfer of responsibilities to the Central Electoral Commission regarding the setting of the election date and the organization of regional elections, the modification of the electoral system into a proportional one, as well as the introduction of conditions regarding the knowledge of the Romanian language for candidates for the position of governor.

The President of the People’s Assembly, Valentin Gaidarji, has requested a direct meeting with the Speaker of the Parliament, Igor Grosu, and Prime Minister Vasile Tofan. He stated that tensions between Chisinau and Comrat are fueled by distorted information and said that the regional legislature is open to a sincere and constructive dialogue.

At the same time, the representatives of the Popular Assembly mentioned that they support the holding of elections in Gagauzia in November, but insist that these take place based on rules agreed with the regional authorities and respecting the special status of the region.

Alexandru Tanase: The simple merging of town halls does not mean the reform of local administration

The simple merger of city halls does not mean a real reform of local public administration. The new administrative-territorial organization must be designed for at least the next ten years, taking into account the depopulation of villages and the continuous migration to cities and abroad. The statement belongs to the former president of the Constitutional Court, Alexandru Tanase, and was made at the public debate “How is the effectiveness of local public administration reform assessed: by costs, quality of services or the level of development of territories?”, organized by the IPN Press Agency.

“If now, in the process of consolidation, we end up having fewer town halls that do not cover their expenses or we will have town halls that simply manage to cover their services, does this mean we have implemented a reform? I don’t think so”, stated Alexandru Tanase.

The former president of the Constitutional Court argues that reform must start from demographic and economic realities, given that the population continues to leave the rural environment, and agriculture can no longer absorb the workforce of the past. “A village where the main employer is the town hall is a bankrupt village”, stated Alexandru Tanase.

In his opinion, a solution would be the municipalization and consolidation of small cities, so that rural localities could be integrated into urban centers capable of attracting investments and developing infrastructure. “I will always support the idea of municipalization. It is an approach closer to my vision and I believe it has more prospects, if we start from the economic trends of developing our localities”, stated Alexandru Tanase.

At the same time, he criticized the current administrative division into districts, which he considers a legacy of the Soviet system. In his opinion, the term “district” in the Constitution does not oblige the state to maintain this name, so the future administrative-territorial organization could be based on regions or counties. “I believe we must have the courage to carry out a bold and profound reform, to completely change the system and renounce the Soviet legacy in terms of the district division system”, he said.

Alexandru Tanase believes that the reform of local public administration is inevitable and has been delayed for about two decades. He cited the declining population and the high costs of the administrative apparatus, warning that partial solutions risk generating new problems and advocating for a comprehensive reform, carried through to the end.

Iurie Tap: The APL reform must create authorities capable of providing services to the population

The reform of local public administration must lead to the creation of functional local authorities, capable of financing their activity and providing quality services to citizens. The statement belongs to Iurie Tap, doctor in administrative sciences, and was made during the public debate “How is the effectiveness of local public administration reform assessed: by costs, quality of services or the level of development of territories?”, organized by the IPN Press Agency.

According to the expert, the current administrative system does not allow many local authorities to effectively exercise their duties. He argues that over 70% of the 898 first-level administrative-territorial units fail to finance their own administrative apparatus, which limits their ability to provide public services and implement projects for communities.

“People’s question is: why do I need an authority that cannot provide me with the necessary services?”, said Iurie Tap. He mentioned that numerous localities fail to provide basic services, such as water supply and sewage. In his opinion, a functional local administration should be able to cover at least half of its budget from its own revenues.

Regarding the second level of local public administration, Iurie Tap believes that sufficiently strong structures need to be created to manage services that cannot be efficiently organized by each community individually, such as education, health and institutional social protection. According to him, decentralization represents both an efficient method of administration and a political reform intended to contribute to the democratization of the state and society.

In this context, the expert advocates for the organization of the country into three administrative regions – North, Center and South -, which should have their own competencies in the field of regional development. These are expected to be governed by councils elected by citizens and accountable to them. In his opinion, such an organization could contribute to reducing development disparities between regions.

At the same time, Iurie Tap criticized the transfer of some competences from the local level to the territorial structures of the central public administration, mentioning that the establishment of new agencies does not automatically guarantee more efficient public services.

In the expert’s view, the future administrative-territorial units should be balanced in terms of population, area, and financial capacity, taking into account demographic, economic, territorial and cultural criteria. He believes that the reform can be prepared in the remaining period, but its success depends on the existence of a clear vision and the will to implement it.

AOVA requests guarantees for the land intended for the relocation of dogs from the shelter

The representatives of the AOVA animal shelter are asking the Chisinau City Council for official guarantees regarding the allocation of land for the transfer of dogs. They argue that, although a decision was made in 2020 to allocate land for the shelter, it has not been officially assigned to date.

During a press conference at IPN, the director of the asylum, Galina Cighir, stated that the organization is being pressured to move to a plot of land for which, in her opinion, there are still no documents confirming the right of use.

“We are not asking for the land to be privately owned. We need a plot for a period, to rent or in another form of use, so that the animals we have saved and cared for years can live their lives to the end”, declared Galina Cighir.

According to the shelter representative, relocation cannot take place without legal guarantees regarding the new land and the conditions for animal care. She argues that there is a risk that, after the move, the organization may not be assured that it can continue its activities on that territory, and the animals may end up out of the shelter’s control.

Galina Cighir appealed to the municipal councilors to get involved in resolving the situation of AOVA and the problem of stray animals in the city of Chisinau.

Oleg Ivancioglo: The consultation of citizens must remain a condition even in the case of normative amalgamation

Even if the reform of local public administration will move from the voluntary amalgamation stage to the normative one, consulting citizens and local elected officials must remain an essential element of the process. The statement belongs to the head of the public association “Inițiativa Pune Umărul”, Oleg Ivancioglo, and was made during the public debate “Reform of local public administration and the amalgamation process – from voluntary to normative”, organized by the IPN Press Agency. According to him, involving communities in decision-making can contribute to identifying the most suitable reorganization formulas and to an easier transition for the targeted localities.

Oleg Ivancioglo mentioned that the increase in financial incentives granted to localities that choose to voluntarily amalgamate has boosted the merging process. However, where it was not possible to identify a consensus, the normative amalgamation must be preceded by consultations with the citizens.

“The fact that financial incentives have tripled in the voluntary amalgamation process has led to more localities amalgamating. Communities that have failed to find an agreement will amalgamate normatively. But even in the normative amalgamation process, residents and local elected officials must be consulted to find the most suitable amalgamation solution, so that this transition can be as smooth as possible,” explained the administrator of the AO “Initiative Shoulder the Effort”.

In his opinion, the reform of local public administration should lead to a more efficient administrative system, where the responsibilities of institutions are clearly delineated.

“We need a more flexible, clearer administration, with competences that do not overlap, where citizens know exactly which authorities are responsible for certain sectors. From our experience, we know that when it comes to the second level of the APL, it’s more complicated to reach them. People do not know who the regional counselors are and what their competences are,” Oleg Ivancioglo further said.

This draws attention to the fact that administrative reorganization must be accompanied by concrete solutions for infrastructure and public services issues, so that residents can feel the benefits of amalgamation. “We need an administration with clearer competencies, which can concretely solve the citizens’ problems. It’s primarily about quality drinking water supply, sanitation, roads. Access roads are a problem,” pointed out the administrator of the AO “Initiative Shoulder to Shoulder”.

Dan Nicorici: Financial incentives are the engine of voluntary amalgamation

The financial incentives offered by the state have become the main factor that has led several localities to accept the process of voluntary amalgamation, considered the first step in the APL reform. The statement belongs to the expert of the Center for Policies and Reforms, Dan Nicorici, and was made during the public debate “The reform of local public administration and the amalgamation process – from voluntary to normative”, organized by the IPN Press Agency. According to the expert, in conditions where hundreds of town halls are faced with limited financial resources and reduced administrative capacity, the financial support promised by the Government has encouraged local authorities to opt for amalgamation.

According to the expert, one of the main issues that the reform is trying to solve is the high degree of fragmentation of local public administration, where most town halls manage small communities.

“The local public administration is highly fragmented. We have 892 town halls, of which over 700 have a population of less than 3 thousand inhabitants. This number is well below the European Union average,” explained the Program Director of the Center for Policies and Reforms.

According to him, the current political context represents an opportunity for the implementation of the reform. “We are in the first year after the elections and now there is a window of opportunity when the reform can be done, so that local elections can be organized afterwards. Another argument in favor of the reform is the financial aspect. The administrative capacity of the authorities is far below the necessary minimum. The local public administrations have very few employees who cannot cover their own expenses. Through this reform, the Government comes to support small town halls”, said Dan Nicorici.

Referring to the first clusters of town halls that voluntarily amalgamated, the expert pointed out that the financial support promised by the authorities was the decisive factor that convinced the localities to associate. At the same time, he believes that the experience of these communities will serve as a benchmark for evaluating the results of the reform and for adjusting administrative organization models.

“Municipalities that have voluntarily amalgamated were promised financial incentives, and this was the main driver of the amalgamation. We have two clusters that have already amalgamated: these are Leova and Calinesti, they represent case studies for many analyses,” the expert further said.

According to him, respecting the rights of the region does not weaken the state, but contributes to its strengthening. “I am convinced that Gagauz autonomy can become an advantage for the entire country. The time has come to capitalize on this potential together,” said the politician.

Fiodor Gagauz stated once more that adherence to the law and dialogue between Comrat and Chisinau should not be viewed as concessions, but necessary elements for the stability, unity, and development of the Republic of Moldova.

“I believe in the Gagauz people. I believe in Gagauzia. I believe in Moldova. We cannot change everything that has happened in recent years, but we can decide together what Gagauzia will be like tomorrow,” the politician affirmed.

Explainer | The neutrality of the Republic of Moldova, between “militarization” and the alleged participation in the war in Ukraine

In the public space, there are periodically promoted claims according to which the Republic of Moldova would be “militarized” by the authorities and Western partners, and the soldiers of the National Army are supposed to be sent to fight in Ukraine. The messages reappear especially after the increase of the defense budget, upon receiving some equipment, organizing international exercises, or after concluding some cooperation agreements in the field of security.

The analysis of legislation, strategic documents, and official denials, however, shows that modernizing defense capabilities is not equivalent to participating in a war. At the same time, there is no official act that provides for the deployment of Moldovan soldiers to participate in the war in Ukraine, and such a decision cannot be made secretly by a single dignitary.

Where do the assertions originate from?

The narrative about the alleged involvement of the Republic of Moldova in the war was disseminated through political statements, articles published on social networks, Telegram channels, TikTok platform videos and anonymous messages sent to editorial offices.

In May 2025, according to the Stopfals! platform, some online sources claimed that the Minister of Defense, Anatolie Nosatii, had secretly met in Kiev with his Ukrainian counterpart and had agreed to send Moldovan units to the front. The information was sent to several editorial offices from anonymous addresses. The Ministry of Defense clarified that the minister was not in Kiev on the indicated day and that such an agreement did not exist.

Subsequently, in August 2025, the Turkish page Dikgazete published an alleged leak of documents, according to which President Maia Sandu was to send 700 volunteers to Ukraine after the parliamentary elections. The message was quickly picked up by the Russian press and several Telegram and Facebook channels, without presenting any authentic documents or official confirmation. The spokesperson for the Presidency, Igor Zaharov, denied the information, stating that it is part of a new campaign to manipulate public opinion.

The Falsehood about the Moldovan Soldiers Killed in Ukraine

One of the most serious cases occurred in July 2025. The Telegram channel GagauzNews, citing the Russian Sputnik and unidentified sources, claimed that ten Moldovan soldiers were sent to a training ground in the Herson region, and four of them reportedly died in a missile attack.

The Ministry of Defense has labeled the information as an “obvious falsehood” and clarified that no military personnel of the National Army is involved in military actions outside the country’s territory. The institution stated that the narrative aimed to provoke panic, undermine confidence in authorities, and generate confusion in a pre-electoral context.

In September 2025, the narrative reappeared on several Telegram channels, where images were distributed of an alleged Moldovan soldier who was claimed to have been sent to the front in Ukraine and to have died during the battles.

The Ministry of Defense has refuted the information, specifying that no soldier of the National Army is participating in military actions in Ukraine and that the posts were not supported by verifiable evidence, being part of a coordinated disinformation campaign, promoted by several Telegram channels affiliated with pro-Kremlin propaganda.

What does the neutrality of the Republic of Moldova mean?

Article 11 of the Constitution stipulates that the Republic of Moldova declares its permanent neutrality and does not allow the deployment of military troops from other states on its territory. However, neutrality does not mean that the state must give up its army, the defense of its airspace, the training of its military, or the development of its defense capabilities.

In the decision of May 2, 2017 regarding the interpretation of Article 11, the Constitutional Court analyzed neutrality together with the state’s obligation to defend its independence, sovereignty, and territorial integrity. The Court also noted that neutrality cannot be invoked to tolerate the unconsented presence of foreign troops on the country’s territory. On the other hand, the decision of the Constitutional Court does not establish that neutrality would be violated by international cooperation in the field of defense. The assessment of a possible violation depends on the specific nature of the activities carried out and the observance of the constitutional provisions regarding permanent neutrality.

Who can declare mobilization?

The President of the Republic of Moldova is the supreme commander of the Armed Forces, but cannot declare general or partial mobilization alone. Article 87 of the Constitution stipulates that mobilization can be declared by the head of state only with the prior approval of the Parliament.

At the same time, the legislation regarding the state of emergency, siege and war establishes official procedures for declaring mobilization. Mobilization in case of emergency is based on a presidential decree issued in accordance with the constitutional framework, and the personnel to be mobilized is determined by the Government. At the same time, the annual decree on the incorporation of young people into the military service does not represent a mobilization for war. It is a standard procedure, provided by the legislation on military obligation and carried out periodically to supplement the personnel of the National Army.

Thus, the assertion that a president, a minister, or the Government could decide overnight and in secret to mobilize the population and send the army to Ukraine disregards constitutional and legislative procedures.

Can Moldovan soldiers be sent abroad?

The Republic of Moldova can participate in international missions and operations based on the UN Charter, treaties concluded with the European Union, international organizations or other states. The conditions are regulated by Law no. 219/2015 on the participation of the Republic of Moldova in international missions and operations. However, participating in an international mission is not the same as being involved in a war.

Moldovan military personnel have participated or are participating in peacekeeping, observation, training and crisis management missions carried out under the mandate of the UN, EU or other international structures. Such participations are approved by official acts, and in the case of contingents, the mandate, the personnel, the duration and the conditions of the mission are established.

There is no public act that provides for the deployment of a contingent of the National Army to participate in the hostilities in Ukraine. The Ministry of Defense explicitly stated, in the context of the falsehoods from 2025, that Moldovan soldiers did not participate in military actions in Ukraine.

What does the technical-military agreement concluded with Ukraine imply?

Another source of speculation is the update of the Technical-Military Cooperation Agreement between the Republic of Moldova and Ukraine.

According to the Parliament, the updated document contains guarantees regarding the respect of the constitutional status of neutrality of the Republic of Moldova. The technical-military cooperation may include experience exchanges, training, research, standardization, maintenance, logistics or other activities established by agreement. The agreement does not provide for the sending of Moldovan soldiers to fight in Ukraine, as stated in the legislative announcement.

Modernization or militarization?

The term “militarization” is used in political discourse without a clear definition. In many cases, it is used to describe any increase in the defense budget, in the case of equipment acquisition, for military construction, or for exercises.

In 2024, the budget of the Ministry of Defense reached approximately 1.96 billion lei, equivalent to about 0.65% of the GDP. Almost half of the allocations were intended for the maintenance of the armed forces and the payment of personnel. The procurement plan for that year did not provide for the purchase of military equipment and significant amounts were directed towards infrastructure, repairs, uniforms, food and training conditions.

The National Defense Strategy for the years 2024–2034 and the Military Strategy for the years 2025–2035 envisage the gradual modernization of the National Army, the development of air defense, cybersecurity, logistics, personnel training and the state’s capacity to respond to crises. Modernization can be criticized in terms of costs, priorities or transparency, but the mere existence of defense investments does not demonstrate the preparation for an attack or the intention to send soldiers into a foreign war.

Marculesti Airport – a “military hub”?

In June 2025, the socialist deputy Bogdan Țîrdea and the leader of PSRM, Igor Dodon, claimed on their Telegram channels that Marculesti Free International Airport was to be transformed into a “military hub”, and that the Republic of Moldova would be drawn into war. The messages were picked up and amplified by the politician Victoria Furtuna, affiliated with Ilan Shor, as well as by Channel 5 and TV6, media institutions previously associated with him.

In reality, the project provided for the transfer of the airport to the management of the “Eugen Doga” Chisinau International Airport, for the modernization of the infrastructure and the development of passenger and cargo transport. The document allowed the structures of the Ministry of Defense to use the airport infrastructure for activities related to national defense and security, but did not provide for the transfer of the airport to the administration of the Ministry of Defense, nor the creation of a NATO base.

Do military exercises mean participation in war?

The National Army periodically participates in military exercises organized in the Republic of Moldova and abroad, alongside international partners. According to the Ministry of Defense, these exercises aim to train soldiers, test interoperability and prepare for participation in international peacekeeping missions and interventions in crisis situations.

In several cases documented by StopFals!, joint military exercises have been falsely presented as evidence that the Republic of Moldova is renouncing its neutrality or preparing to enter the war in Ukraine. However, the platform shows that participation in such exercises does not equate to joining NATO, nor does it involve engagement in a military conflict.

How does manipulation work?

The first technique is the confusion of defensive modernization with the preparation for an offensive war. A radar, new uniforms, a military camp or salary increases are generically presented as “arming”.

The second method is the confusion of cooperation with adherence. Exercises or assistance programs with NATO, EU, Romania or Ukraine are described as the loss of neutrality and the transition of the military under foreign command.

The third technique is presenting international missions as participation in war. The fact that the law allows participation in peacekeeping operations is used to suggest that soldiers can be secretly sent to the front.

The fourth method involves the fabrication of leaks, documents, photographs and anonymous sources. The falsehoods about the 700 volunteers, the alleged secret meeting in Kiev, and the soldiers killed in Kherson were launched without verifiable evidence, then picked up by several platforms, creating the appearance of confirmation.

The fifth technique is the use of fear. The messages invoke the death of young people, forced mobilization and the approach of war to provoke an emotional reaction before the audience checks the source and legal framework.

Conclusion

The analysis of the legal framework and official documents shows that the claims regarding the militarization of the Republic of Moldova and the deployment of soldiers to Ukraine are not supported by evidence. Neutrality does not exclude the existence and modernization of the National Army or cooperation in the field of defense, and the cases analyzed demonstrate that many of these narratives were based on false information, taken out of context or unverified.

Eremei Priseajniuc: Nobody knows what the criterion for merging districts is

Nobody knows on what criteria the districts will be merged within the APL reform, and the lack of clear rules fuels uncertainty regarding the new administrative-territorial architecture of the country. According to the expert, the concept of the reform does not explain either how many districts will exist after the reorganization, or what will be the role of these structures.

Expert Eremei Priseajniuc warns that the process of APL reform is being promoted in a non-transparent manner, without sufficient dialogue with local authorities, civil society, and the academic environment.

“Nobody disputes the necessity of the APL reform. But the most important thing is how the reform is implemented. One of the principles of the European Charter of Public Administration is dialogue with citizens. From the information that has appeared in the public space, we see that civil society, CALM, the academic environment openly say that everything is done very non-transparently and at a very high speed,” explained the expert.

Eremei Priseajniuc believes that the urgency argument invoked by the Government is not convincing, given that the current administration had several years at its disposal to prepare the reform.

“The government, as the author of the concept, insists that things must be done quickly. But we have had plenty of time since PAS has been in power, we’re talking about five years already, so to say now that you didn’t have time to prepare, is not right. The newly appointed Prime Minister must take on this initiative and listen to all the recommendations of society to improve the process,” argues Eremei Priseajniuc.

According to him, one of the biggest gaps in the reform concept concerns the reorganization of the districts. If in the case of merging localities a minimum criterion regarding the population number is provided, in the case of districts, the merging criteria and the responsibilities they will have after the reform are not presented.

“For everyone, it is very difficult to understand how many districts there will be. In the case of localities, the basic criterion is the number of inhabitants, which should not be less than 3 thousand people. But in the case of districts, in general, there is no criterion. I didn’t even see in the concept what function the district will have. What will this structure deal with?”, the expert added.
