After the parliamentary opposition rejected the European integration tango in the PDM’s interpretation, Valeriu Vasilică in an IPN analysis says the PDM first of all didn’t look for and didn’t accept a consensus with the potential voting partners without which this problem couldn’t have been solved. It’s true that not even the PLDM and PL can be suspected of having a very big wish to reach a consensus, but the PDM’s position of initiator and of ruling party and majority party in Parliament implied doing more than it did and asking more from the parties that were invited to support the idea by their votes. On the contrary, the PDM leaders made harsh statements saying “the European idea is not negotiated”. A number of representatives of the PLDM and PL confirmed that no negotiations were held when the initiative was proposed and the week between the debate on the matter in Parliament and its putting to the vote.
Secondly, the director of IPN considers the introduction of the European course in the Constitution was planned by the PDM in the context of the preparation and launch of the new “Pro Moldova” strategy that, volens-nolens, means abandonment of the European integration idea as an electoral slogan, eventually not as political orientation at domestic and foreign levels. The fact that the given strategy, with all its components, had been prepared for a long time and planned for launch “in autumn” was confirmed by the president of the PDM Vlad Plahotniuc in an interview for IPN that was given on the occasion of the Independence Day this year, even if he avoided giving too many details then. In an electoral context and given the animosities in the relations with the EU bodies and the unhidden conflicts with the internal pro-European opposition, the PDM was interested in delimiting “Pro-Moldova” from “Pro-Europe”. And it did it with the ”hands”-votes of the parliamentary pro-European opposition parties.
The implementation of the new unitary salary system in the institutions funded from the state budget and local budgets was estimated to cost 3.95 billion lei in the medium term (2019-2021). Under the draft law proposed for public consultations, the money was planned in the medium-term budgetary framework and no additional financial resources are needed.
The Ministry of Finance’s ambition is to have the law on the unitary salary system in force as of December 1 this year. Director of the Market Economy Institute Roman Chircă said the given reform does not ensure a spectacular rise in salaries and does not solve all the problems related to revenues in the public sector. It targets poverty and the huge discrepancy between the highest and lowest salaries in the public sector. Mihail Lașcu, president of the Trader Unions Federation SINDLEX, said they want decisional transparency to exist on the issue and also the trade unions to be consulted in this regard. “When this consultation is not ensured and we learn about the bill post-factum, it is very hard for trade unions to submit proposals for improving this,” he stated.
What kind of allusions about the improvement are these? The elections are coming, noted the IPN Experts. Therefore, all the resources are used with the aim of attracting votes. From this perspective, absolutely unplanned reforms and actions are announced for the purpose of impressing the voters. A proof is the fact that the given actions are taken at the end of mandate and even at the end of fiscal year. The tax reform started on October 1, while the salary reform is to start on December 1. Everything for the benefit of the citizens with the right to vote! And this happens outside the maximally intensified activity of the four (!) charitable foundations affiliated to three parties of the left and the center left.
No one can stop the implementation of “the five-year plan in three years and a half!” even if the chairman of the public association “Moldova mea” Fiodor Ghelici accuses the prosecution bodies of avoiding starting criminal cases when evidence of offenses is presented. In a news conference at IPN, the activist said he received a number of complaints from athletes referring to Nicolae Juravski, MP and president of the National Olympic and Sports Committee. The sentence was pronounced following a complaint filed by the president of the National Unity Party Anatol Șalaru who said that Ilan Shor in the campaign prior to the Chisinau local mayoral elections spent money he received from Moscow and this fact was confirmed by the court of law that excluded the party’s candidate for the mayoralty of Chisinau Reghina Apostolova from the race.
