Moldelectrica announces the first transactions on the Electric Energy Balancing Market

The state enterprise Moldelectrica has conducted the first transactions on the Electric Energy Balancing Market. The first offers for balancing energy were submitted on December 31, following the completion of the qualification process and the signing of the related contractual framework.

Contacted by IPN, Sergiu Tofilat, an expert in the energy field, explained that the Electric Energy Balancing Market is designed to manage the amounts of energy needed to maintain balance in the system. It allows for covering the differences between actual consumption and that planned by suppliers: if consumption exceeds the predicted amount, additional energy can be purchased through the market, and if it is less, power plants reduce production and the surplus is taken over and financially compensated. In this way, the market ensures the adjustment and payment of balancing energy necessary for the stable and safe operation of the energy system.

The Electric Energy Balancing Market, together with the System Services Market, was launched on September 22, 2025, based on the amendments made to the Electric Energy Market Rules and the regulatory framework approved by the National Agency for Energy Regulation. The authorities specify that the implementation of these mechanisms represents an important stage for the consolidation and secure operation of the wholesale electric energy market in the Republic of Moldova.

In 2026, the full implementation of the provisions of the national, regional, and pan-European Terms, Conditions, and Methodologies (TCM) is anticipated, which will regulate the operation of the PEE.

Public services in the Republic of Moldova are digitalized to approximately 65% for citizens and 76% for the business environment. According to the Electronic Governance Agency, 26 public institutions already offer all services in an online format, and the authorities’ goal is that, by 2030, all public services can be accessed digitally, reports IPN.

26 public institutions have reached a level of digitization of 100%, offering all services in an online format. Among these are the Agency for Intervention and Payments for Agriculture, the Environmental Agency, the National Agency for Public Health, the National Bureau of Statistics, the Central Electoral Commission, the Ministry of Justice, etc. Another 14 institutions have digitized over half of the services they provide.

Digital services can be accessed through the EVO platform, which brings together information about 629 public services intended for citizens and the business environment. Out of these, 426 can be requested online, with or without an electronic signature, which represents 67.7% of the total.

According to the Electronic Governance Agency, the use of digital public services generated savings of over 853 million lei in 2025, by reducing the time required for both accessing and providing services.
