There are a number of signals showing the current government is moving not only towards the existing, undeclared coalition with President Igor Dodon, but also towards a coalition that favors Russia’s interests, ex-ambassador of Moldova to the UN Vlad Lupan, independent expert, was quoted by IPN as saying in the program “Black Box” on TV8 channel.

“There are enough signals showing this. Such a danger exists and it is a danger of “Transnistrization” of the Republic of Moldova, a “Kozak 2” plan, and this was also confirmed by the last statements made by President Igor Dodon in Moscow,” stated Vlad Lupan.

The former ambassador said such a plan has always existed, starting with 2003, and Russian officials declared they want to return to this “Kozak” plan. “Now the appointment of Dmitry Kozak can mean two things: he was nominated because he knows the subject or the Russian Federation is sufficiently comfortable to send Dmitry Kozak again with a renewed plan, as they stated they are interested namely in this plan of federalizing the Republic of Moldova,” noted the expert.

He reminded of the statements made by President Igor Dodon in the State Duma of Russia concerning Moldova’s neutrality and the fact that Russia could guarantee this neutrality by keeping its troops on Moldova’s territory. “These are exact points from the Kozak memorandum of 2003. The central subjects remained unchanged. There will surely be cosmetic changes,” stated Vlad Lupan.

This summer, the Deputy Prime Minister of Russia Dmitry Kozak was named the special representative of the Russian President for the development of trade and economic relations with Moldova.
