“We need a professional public service to cope with the tasks that are required now in the process of joining the European Union as the workload in this direction is enormous,” Vlad Kulminski, executive director of the Institute for Strategic Initiatives, stated in IPN’s public debate “Human resources crisis and salary system within Central Public Administration and Local Public Administration. Research”. In this connection, he noted that the salary system in Moldova’s public service is “too tangled” and “requires serious reforms”.
Vlad Kulminski said that the salary system in the public service must be simpler, clearer, more attractive to highly-qualified people or people with the necessary education. “As regards the human resources in local and central public administration, we have a legislative framework that is quite well designed, but there are certain problems with the application of this legislative framework,” he stated.
The executive director of the Institute for Strategic Initiatives said that the Government recently adopted a number of documents, among which was a very important document on the public administration reform for 2023-2030, the so-called “implementation map” of this strategy and many other documents meant to improve the situation in the field. In principle, these documents can be enough to cope with complex tasks aimed at the accession to the European Union. “Another question can appear here, to what extent this public administration reform is guided by these documents and to what extent we manage to implement them. I would recommend everyone to read the Public Administration Reform Strategy because it contains a very honest assessment of the current situation,” said the expert.
Speaking about the attractiveness of the public service, Vlad Kulminski said that many people who come to the public service, including highly-qualified people and young people, leave and the question is what incentives can be used to keep highly-qualified personnel in the public service. In his opinion, professional development courses can increase the attractiveness of the public service as those who hold this position enjoy opportunities for growth and promotion, which are not available in other areas. Vlad Kulminski urged the young people to apply for the vacancies announced by the Government, stating that the executive is the best school for professional development. “It would make sense for me to speak more and pay more attention to the attractiveness of the public service,” concluded the executive director of the Institute for Strategic Initiatives.
