Two NGOs from Chisinau to identify problems of passing the dwelling fund into condominium format
Two NGOs from Chisinau, the European Institute (EI) and the Alliance for Energy Conservation (AEC) will perform a research on identifying the problems appearing when passing to condominium format. Implementation of the research was suggested within a round table, organized at the end of the week by the mentioned-above NGOs, entitled “development and management of the dwelling field – solutions and proposals for Chisinau municipality”.
According to the president of EI, Victor Doras, at the round table were also invited municipal councilors, so the requests of the managers could be taken into consideration by them. He said that during the research also the Municipal Council is invited to participate.
The quoted source mentioned that already many problems are detected. The law on Condomium is not perfect, because the notion of property is imprecise. Victor Doras emphasized that because of this the administration tariffs are unclear for the managers and dwellers, under the conditions when not all the dwellers are enthusiastic about associations.
At the beginning of the last week, the interim Mayor of Chisinau municipality, Vasile Ursu, solicited to the general communal Department to fasten the process of Management Enterprises’ liquidation and creation of dwellers’ associations.
