Transnistrian administration politicizes economic and social projects, statement

The Transnistrian administration refused to implement a number of social and economic projects treating them as a political subject or asking recognizing Transnistria as an independent entity for signing the agreements to implement these projects. The Reintegration Office’s head George Balan, in the international conference MACRO-2015 “Promotion of economic and social security amid major risks”, said that Tiraspol rejected a number of regional projects for such reasons, IPN reports.

George Balan considers that if all the checkpoints set up on the banks of the Nistru River are removed tomorrow, the population of Moldova, including of the Transnistrian region, will continue to live absolutely normally. The problem is not solved owing to political views and to interests of foreign entities that do not want Moldova to integrate into particular communities.

The head of the Reintegration Office said the constitutional authorities support the economic entities working in Transnistria as much as they can. These pay no taxes into the state budget of Moldova even if they were registered in Chisinau so as to have access to foreign markets. Earlier, they paid a commission for the customs services, but this tax was later removed so as not to tax them twice.

As to the humanitarian assistance provided by Moscow to Tiraspol, the central authorities would like this support to come directly through Chisinau, but the Russian authorities oppose it. The Moldovan authorities are not against Russia providing this money in assistance and, if Russia wants to extend the support, the authorities are ready to receive this money and to distribute it to each pensioner from both sides of the Nistru.

George Balan said a road similar to that between Sarateni and Soroca was to be built from Chisinau through the Transnistrian region, up to the border with Ukraine, but the Transnistrian administration refused to allow foreign experts to enter the region to make the feasibility study.

Adrian Lupusor, executive director of the Independent Analytical Center “Expert-Grup”, said the right to sell on the right side of the Nistru should be accompanied by responsibilities. “Granting this right to the Transnistrian economic entities is not practical if the taxation mechanism is not reformed as this will lead to disloyal competition in relation to the companies from the right side,” he stated.
