Today, October 20, in the Republic of Moldova, general local elections and snap parliamentary elections in four uninominal constituencies: no. 17, 33, 48 and 50 are being held, IPN reports.
For the general local elections, 1969 polling stations have opened. More than 7.8 million ballots were printed, of which 6.1 million in Romanian.
Upon arrival at the polling station, voters shall present to the operator, as the case may be, the identity card, with the ID supplementary sheet confirming the holder’s domicile or residence on the territory of the polling station, or other documents, such as the temporary identity card, with the mention regarding the holder’s Moldovan citizenship and domicile, the service card for the military on compulsory service , the booklet issued by the Civil Service Centre for persons engaged in the civil service (alternative). Based on the identity document, the operator shall check in the State Registry of Voters whether the voter has voted at another polling station in these elections.
According to the general rules established by the Electoral Code, voters will be able to exercise their right to vote in local elections in the settlement where they have their domicile. If the voter also has a domicile and a residence, during the period of validity of the residence, he / she votes in the settlement where he / she resides. Voters who are not registered at domicile or residence in the respective settlement shall not participate in the local elections. Pupils and students with the right to vote shall vote, according to the general rules established by the Electoral Code, in the settlement where they have their domicile. If they also have a residence, during the period of validity of the residence they shall vote only in the settlement where they have their residence.
Citizens entitled to vote, who on the day of voting are in hospitals, spas, rest houses and persons detained based on arrest warrant until the sentence is handed down, persons sentenced to prison whose sentence is not final, those who execute a contravention sanction in the form of arrest, persons sentenced to prison by a final court decision, shall vote if the institution is located within the polling station area to which the voter is assigned according to the domicile or residence registration. Or if the institution is located in the area of the second-tier constituency where the voter has domicile or residence registration. In this case, he/she shall vote only for the election of the second level local council and, as the case may be, for the election of the mayor of Balti municipality or for the election of the general mayor of Chisinau municipality, being included on the additional electoral list.
Voters who, for health reasons or other solid reasons, cannot come to the polling station premises, can ask the electoral bureau to vote through mobile ballot boxes. Written applications may be submitted until 15.00, on the day of voting, if a medical certificate is presented. Persons who cannot submit themselves the application for voting at the place of residence have the right to do so through a family member or a social worker. As for visually impaired persons, requests for voting at the place of residence can be made including in verbal form.
Election campaigning is strictly forbidden. Carrying out or reflecting activities or materials containing electoral campaigning bias and electoral contenders’ appearance on TV or radio programs are not allowed.
Sunday polls are monitored by 1,600 national observers from 11 organizations. CEC has also accredited 145 international observers from 11 diplomatic missions accredited in the Republic of Moldova, 11 foreign electoral authorities and three international non-governmental organizations.
Polling stations are open between 07.00 and 21.00.
