Promo-LEX Association observers reported 136 incidents during the second round of general local elections before 18:30. Between 14:30 and 18:30, four new cases of display of advertising materials within 100 meters from the polling stations were registered.
In an IPN press conference, the head of the Promo-LEX Observation Mission of the local general and new parliamentary elections of October 20 and November 3, Pavel Postica, said that the four cases occurred in settlements from the districts of Strășeni, Ștefan Vodă, Drochia and in Chișinău.
"Other incidents include ten cases of unwarranted presence of unauthorized persons inside polling stations or within a hundred meters from their premises. Ten to thirteen people were having hot drinks in a booth within 50-60 meters from polling station no. 1/273 in Chișinău, Sângera. A former candidate for the position of mayor was part of the group", said Pavel Postica.
Promo-LEX observers reported two new cases of electoral campaigning or black PR withing the 100 meter radius and/or in the precinct. These cases occurred in Floresti district and in Chișinău.
Other incidents that occurred between 14:30 and 18:30 include seven new cases of organized voter transportation to polling stations, four new cases of attempted voter bribery and a new case of unjustified termination of the voting process. Additionally, the observers reported five cases of electoral roll deficiency, one case of ballot photography and one case of ballot misuse.
In the second round of the local elections of November 3, the Promo-LEX Mission has 41 mobile teams that monitor the electoral process in 384 level one and level two constituencies. Another 307 short-term observers were delegated to polling stations located in Chișinău and in the suburbs. The observers will also carry out the parallel counting of votes for the position of general mayor of Chișinău.
