The first registration of the qualified certificate for electronic signature, along with the issuance of the identity card, will be free of charge for the first one million individuals. This provision is included in a draft decision developed by the State Chancellery, IPN reports.

According to the draft, the first one million individuals, citizens of the Republic of Moldova, who request the issuance of their first identity card within the maximum timeframe established for this service, will receive the document free of charge.

Additionally, the first one million Moldovans who request the issuance of their first qualified certificate for an electronic signature embedded in the identity card - regardless of when their first identity card was requested, including those benefiting from exemptions for public key certification services - will be exempt from paying the fee.

The first one million individuals obtaining their first qualified certificate for an electronic signature embedded in the identity card, including those benefiting from exemptions for public key certification services, will also receive a smart card reader free of charge.

According to the draft, identity card issuance services will be provided free of charge for the first issuance to citizens of the Republic of Moldova who have never previously held an identity card, including an electronic one. Free issuance will also apply to pensioners, individuals with severe, accentuated, or moderate disabilities, war veterans, participants in the liquidation of the Chernobyl disaster consequences, and others.

The draft proposes a fee of 290 lei for issuing an identity card within the maximum timeframe (20 working days), with an increase coefficient applied for expedited service options of 1.75, 2.5, 3.25, or 4, depending on the service timeframe: 10, 5 working days, one working day, or immediate issuance. The fee for issuing a temporary identity card will be 100 lei.
