The Government counts the money of beneficiaries of nominative allowances
The Government noted that not all beneficiaries of nominative allowances are among the poorest groups of the population; this is why it will restart the mechanism of paying allowances depending on global incomes of the family.
The new mechanism of providing social allowances to population, based on the principle of checking the necessity degree, is attested within the implemented pilot-project, starting 1 February 2006, in three districts - Soroca, Orhei and Leova, as well as in district Rascani of Chisinau municipality.
The deputy minister of Health and Social Protection, Victor Mandru, informed, at the meeting called by the Prime Minister, that the pilot-project is made on the ground of a new conception of efficiency of social assistance system and has as goal to detect the optimal method of providing social assistance for poor people. Thus, there are tested some methods of setting the nominative allowances beneficiaries, based on assessment of global family income.
About 32,000 persons are beneficiaries of the pilot-project, who will have to fulfill cheques, issued by a working group. The collected information will be stocked in the computer database, and on the ground of got results it will be determined the service these persons will benefit from state’s behalf.
Prime Minister Vasile Tarlev mentioned that the nominative allowances system will include all social-vulnerable persons, in order to contribute to increase their living standards. At the same time, a special attention is paid to correct determination of real incomes of the families requiring additional social support on state’s behalf, in order to avoid providing allowances to persons who are not in fact poor.
Now the social assistance system of Moldova includes13 types of money allowances, the majority of them is being provided on the basis of category principle, without any evaluation of incomes and economic situation of beneficiary families.
Annually, in order to pay nominative allowances for certain categories of population counting over 260,000 persons, in the state budget about 200 million lei were foreseen.
