The tender for the “Reconstruction of Wastewater treatment plant in the municipality of Chisinau” project was officially launched on Wednesday, May 30, during a ceremony attended by investors and representatives of “Apa-Canal Chisinau” JSC (ACC), of the City Hall etc. The auction announced by the Capital Constructions Municipal Department will be open to bidders until August 21, 16.00. Three companies have already purchased the tender book. They are “WTE” Gmbh, Germany, “Engineering Consulting” Ltd, Italy, and “Ircon” Ltd, the Czech Republic. At this stage, the bidders study the documents and avoid saying anything about the potential investments. Libor Novak, director of “Ircon” Ltd says that the final decision will be made after the tender book’s “about 20 kg of papers” will be examined. At the same time, he says he is interested in participating in all the international tenders related to the treatment of wastewaters, in order to implement the advanced technologies manufactured in the Czech Republic. Director-General of ACC Constantin Becciev said that the local public authorities plan to implement a European standard project, based on the feasibility study worked out and approved by the Chisinau Municipal Council in March 2007. According to him, the bidder “which will propose the best variant in what concerns the price, quality and time” will win. According to Arcadie Rusnac, chief technologist at ACC, all the installations designed to treat mud will be built within two years. The next stages of the works, related to the tertiary treatment of wastewaters, according to the standards of the EU, are planed to be performed during 3 more years. The tender book for the bidders was worked out in April-May 2007, by the Estonia-based consultancy company “Going Ahead”, in compliance with the legislation of the European Union. The wastewater treatment facility was put into operation in the period from 1964 to 1977 in several stages and is in a deplorable condition.
