“Research and the new information technologies became the most important factor for sustainable economic growth all over the world. We can say with certitude that the transformation of society and its welfare depend on the way the representatives of the national parliaments ensure the efficiency of this process,” First Deputy Speaker of Moldova Vlad Plahotniuc said in the meeting of the Legal and Political Affairs Committee of the Parliamentary Assembly of the Black Sea Economic Cooperation Organization (PABSEC). Vlad Plahotniuc spoke about the legislature's role in ensuring legislative support to making technical and scientific progress, urging the meeting participants to exchange experience and cooperate, Info-Prim Neo reports, quoting the Parliament's press service. The First Deputy Speaker stressed that we now witness the gradual decline of the economic systems that are based on the mass exploitation of natural resources and their replacement with economies based on the new sources of energy and ecological technologies. Therefore, the state social programs in this area should be developed as the technical-scientific progress allows identifying resources for implementing them. Vlad Plahotniuc said that Moldova considers that the interparliamentary cooperation is an efficient method of transforming the Black Sea region into a zone of stability, prosperity and peace. Referring to the parliamentary dimension of the economic cooperation in the Black Sea area, he stated that the joint objective of the PABSEC member states is to devise a legal base for stimulating the traditional cooperation relations in economy, trade, culture and politics. Mihail Emelyanov, chairman of the Legal and Political Affairs Committee, said the PABSEC member states made technical and scientific progress. He stressed the necessity of implementing normative documents in this area and principles of financing the research activities and of popularizing the scientific and technical accomplishments. The 37th meeting of the PABSEC Legal and Political Affairs Committee is taking place in Chisinau during April 12-13. It brought together representatives from Moldova, Azerbaijan, Bulgaria, Georgia, Greece, Romania, Russia, Ukraine and other PABSEC member states.
