Strengthening interaction in public auditing
Representatives of the Moldovan Court of Accounts discussed with partners from South-East European counties on Friday about strengthening interaction in public auditing. The reunion of the heads of the supreme entities of financial control/auditing from the countries in the South East European Cooperation Process (SEECP) was held in the wake of Moldova's presiding over the organization during 2008- 2009.
“Efficient external auditing of the management of public finances is a prerequisite to use the budget money correctly, what can be beneficial for every citizen,” said Ala Popescu, the head of the Moldovan Court of Accounts.
“We're very glad to get familiar with the experience of the SEECP member countries, especially with the ones having implemented the external auditing already, which is a substitute for financial checkups. The auditing, both internal and external, is based on certain standards, which, if applied, we can see the situation of companies, the stage the reforms are at,” she said.
Ala Popescu has told the attendees about the new law on the Court of Accounts, about the internal auditing in the Moldovan public entities, and about the activities undertaken in the wake of the World Bank's project “Public Finances Management.”
Valeriy Dimitrov, her Bulgarian counterpart, has said reforming the work of the financial control entity has been unfolding for 7 years. During all that period, Bulgaria did not have access to the EU's structural funds, and then obtained 9 billion euros as assistance.
“ Moldova is going to get assistance, too. We are ready to share our experience in running those funds, to avoid possible errors,” Dimitrov suggested.
The participants adopted a joint statement mentioning the cooperation relationships contribute to approach the policies of the involved states, as it is a complimentary process to the advancement towards the European integration.
