The debates on the draft law concerning nongovernmental organizations have a political undertone, considers jurist Ștefan Gligor, the standing expert of IPN’s project. In a public debate entitled “Why did conditions for receiving EU macro-financial assistance become an apple of discord?”, which was staged by IPN Agency, he said that some of the NGOs in Moldova are used for political propaganda and voter corruption purposes. If the new law is adopted, they will be unable to fulfill such a duty as this law ensures greater transparency.

According to Ștefan Gligor, there is consensus on the adoption of the law on NGOs in Parliament and the Ministry of Justice took the most active part in the amendment of the first version of the bill. “Nevertheless, the authorities, witnessing a catastrophic decline in ratings owing to the pandemic and after the failure to obtain the Russian loan, vehemently oppose the definitive adoption of the bill, trying to maintain control over society before the elections,” said the expert.

“In a democratic society where I do not violate the provisions of the Constitution and the laws, the state should not interfere in my affairs, while the nongovernmental organizations, in the presence of clear delimitations, do not have the right to intervene in political affairs,” explained Ștefan Gligor, when presenting his arguments in favor of the adoption of the law on NGOs.

The public debate “Why did conditions for receiving EU macro-financial assistance become an apple of discord?” was held in the framework of the project “Overcoming stereotypes of European integration through communication” that is implemented by IPN with support from the Hanns Seidel Foundation.
