State veterinary inspectors have the right to make reports on administrative offences
The state veterinary inspectors have the right to make reports on administrative offences sanctioning natural persons and legal entities for not complying with the legal prescriptions or for violating normative or legislative acts. These competences were provided for in the new regulation on sanitary-veterinary inspection procedure, published in the last number of the „Official Monitor of Moldova”.
According to the Regulation, at the beginning the state veterinary inspectors, making controls and discovering violations, make an inspection act. If these are not removed, a prescription is made, and then the report and the decision of the Sanitary-Veterinary Service, according to the administrative offences they are charged with.
The new regulation allows the inspectors to have free access, by presenting an identity card, to places of the units producing, processing, stocking, transporting and selling animal goods, as well as the units ensuring the technological flow for raising, producing and reproduction of animals, fish, bees and silk worms, units producing, stocking and selling pharmaceutical goods and other veterinary goods, units ensuring veterinary assistance, veterinary laboratories, public authorities, other enterprises, institutions and organizations subdued to state veterinary-sanitary authorization. In case of discovering infringements and making reports, the offenders are obliged to execute the decisions regarding the application of administrative sanctions.
The applied fines are collected in the budget of the Territorial State Veterinary Service that adopted this decision.
